Additionally, approximately 150 other APS employees and representatives from participating utilities were present for the meeting.
S stematic Assessment of Licensee Performance SALP In opening remarks, Hr. Faulkenberry commented on the overall good performance and safe facility operation by APS during the SALP period.
He also noted improved performance by APS since the last SALP period.

Conway stated APS would conduct their portion of the meeting by briefly responding at the end of each functional area presentation and that a written response, although not required, would be provided with more detailed comment Mr. Wong presented the NRC SALP results in the areas of Plant Operations, Maintenance and Surveillance, Engineering/Technical Support, and Safety Assessment/guality Verification.
Mr. Wenslawski presented the NRC SALP results in the areas of Radiological Controls, Emergency Preparedness, and Security.
Mr. Wenslawski explained upcoming changes to the SALP functional areas in consolidation of Radiological Controls, Emergency Preparedness, and Security into the functional area of Plant Support and incorporating Safety Assessment/guality Verification into the assessment of each functional area.
These changes would be effective in the next SALP period.
Overall, Mr. Conway agreed with the NRC's assessment of their performance, but noted that APS had seen improvements in the maintenance area in the last part of the SALP period and that they believed that the implementation of the security/fire watch change had
'gone smoothly.
The NRC's primary recommendations were that APS management improve its communication of performance expectations, especially in the area of procedural adherence, and to improve the quality of procedures.
The NRC recommended APS provide management
.emphasis in the reduction of personnel performance errors.
The NRC recognized r'ecent programs implemented'y APS to reduce human performance errors with the knowledge that these programs had not yet matured to a level that would provide a definitive measure of their effectiveness.
Mr. Conway acknowledged the NRC's recommendations and g'enerally agreed with the concerns raised by the NRC.
Mr. Trammell acknowledged the significant effort APS has expended evaluating the recent Steam Generator Tube Rupture.
Mr. Conway noted the excellent interaction with the NRC during this effort.
In closing, Mr. Faulkenberry highlighted improvements in the Operations area, Engineering and Technical Support area, and Security hardware upgrades.
He also recognized the good work and cooperation on the part of APS during the Steam Generator tube integrity analysis.
He stated the principal concerns of the NRC are in the areas of procedure quality and adherence, and personnel errors.
He also stated that NRC acknowledges the improvements APS has made in these areas during this SALP period; however, the NRC recognizes the need, for further improvement in these areas.
