This refers to a meeting held with you and

members of youl staff at the Palo

Verde Nuclear Generating Station

on August 5,

1993.

The meeting

was held to

discuss

the Systematic

Assessment

of Licensee

Performance

(SALP) results for

Palo Verde which we transmitted to you in Report Nos. 50-528,529,530/93-19.

The subjects

discussed

are summarized

in the enclosed

Heeting Report

Nos. 50-528,529,530/93-41.

In this meeting,

we recognized

the improvements Arizona Public Service

Company

(APS) achieved during this

SALP period, particularly in the area of operator

performance,

initiatives in the maintenance

program,

and strong engineering

technical efforts. 'lso,

we noted

areas

which warrant continued

or additional

management

attention,

such

as: the technical

resolution of the steam generator

tube integrity issues;

improvement in the effectiveness

of management

to

communicate their expectations

on procedural

adherence

through all levels of

the organization;

and improved licensed operator training on emergency

operating procedures.

We are also concerned

regarding the ability of APS

employees to feel free to raise safety'issues.

We encourage

your efforts to

thoroughly resolve these

issues

in a timely manner.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosures

will be placed in the

NRC Public Document

Room.
