SUHHARY OF HEETING HELD ON OCTOBER 19, 1993, TO DISCUSS RADIATION HONITOR CALIBRATION HETHODS On October 19, 1993, the NRC staff met with representatives of Arizona Public Service Company (APS) to discuss the licensee's method of calibration for the containment high range radiation monitors.
The licensee was issued a Notice of Deviation in Inspection Report 50-528/93-03 regarding its use of a "keep-alive" source that does not meet the calibration requirement specified in NUREG-0737; Table II.F.1-3.
The licensee requested to meet with the NRC staff to understand the NRC staff's concerns, and to present background information regarding its current calibration methodology.

Viewgraphs presented at the meeting are contained in Enclosure (2).
APS representatives responded to staff concerns regarding the NUREG-0737 wording that states that "in-situ" calibration for the low range of the monitor be conducted with an "external" radiation source to determine that the monitor adequately meets the stated range and energy response requirements.
APS personnel described their understanding of generic industry calibration practices, emphasizing that "transfer sources" are routinely utilized in place of a "calibrated radiation field".
The licensee continued the discussion by describing its calibration method, where the internal source becomes, in effect, a calibrated transfer source that is traceable to the primary calibration.
The staff agreed in principle with the licensee's approach, but stated that additional review of the calibration methodology would be necessary prior to accepting the licensee's approach for long term equivalent surveillance.
A conference call was held with the licensee on November 10, 1993, to state that although the licensee's methodology would be reviewed for continued acceptance as an equivalent surveillance, the alternate method was still considered a
deviation to the NUREG-0737 described calibration.
The staff also requested additional information regarding the correlation between the primary calibration and what the detector was seeing with'the "keep-alive" source.
