i This letter refers to an unannounced, rcutine security inspection of your activities at Palo Verde Nuclear Generating Station (PVNGS), as authorized i

findings wem further discussed with members of your investigative staff on

Areas examined during this inspection included activities related to physical protection as described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with facility and contractor personnel, and

observations by the inspector.

Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation enclosed as Appendix A to this letter.

The item has been categorized into a severity level as described in the NRC Enforcement Policy, 10 CFR Part 2. Appendix C.

Pursuant to the provisions of 10 CFR 2.201, you are required to respond as indicated in Appendix A Notice L

of Violation.

l I am concerned about the repetitive nature of recent safeguards events y,g discussed in the Notice of Violation and the root cause; which appears to be a N

88cs lack of adequate communication between the operations staff and security.

This potential for violations was s2ecifically addressed in NRC Information o#

Notice 85-79, entitled " Inadequate Communications between Maintenance,lso n

Operations, and Security Personnel," dated September 30, 1985.

concerned about the program weaknesses dealing with guard demeanor communication between security supervisors, and the apparent lack of gon$

sensitivity for security issues as described in paragraph 4 of the enclosed
