The inspection involved four (4) hours of onsite time by one NRC inspector.

Results:

The four (4) remaining open items were closed.

The present Emergency Plan (Revision 3)

and staff augmentation capability were not consistent with Table B-l of NUREG-0654, Revision 1.

By letters dated August 20 and October 5, 1984, the applicant requested two temporary and one permanent deviations from Table B-1 respectively.

Revision 5 to the Emergency Plan was submitted to the NRC by letter dated September 11, 1984.

The NRC Emergency Preparedness Branch has found these proposed changes acceptable.

Revisions to the appropriate implementing procedures, presently being processed, will address the deviation discussed in the October

correspondence.

and Emergency Operations

'acility (EOF) had not been completed and the required equipment installed.

The filters in the EOF emergency ventilation system have been installed and tested.

The test results (Procedure No. 73TI-OZZ08) were examined during this inspection and it was noted that the results met the acceptance criteria.

The radiation monitors in the TSC and EOF ventilation systems have been installed and tested (Procedure No.

92PE-1Sg05).

The examination of the radiation monitor test results showed the acceptance criteria had been met.

The safety parameter display system was demonstrated; however, some of the parameter data is not yet available on the displays due to a need for final connections or completion of testings.

The non-radiation monitors had not been installed, operationally checked and calibrated.

The seismic instrumentation has now been installed and tested.

According to the applicant the test results were expected to be accepted by the Test Working Group on November 16, 1984.

The applicant noted that a vendor representative was onsite prior to energizing the seismic system and during the preoperational testing.

The meteorological data acquisition system had not been installed and tested. 'he operability of one of the links transmitting the meteorological data from the base of the tower to the EOF and TSC was demonstrated.

The data was confirmed to be actual by reading the instrumentation at the base of the meteorological tower.

The applicant said replacement parts had been.'ordered to restore the second

data link and it was expected to be operational by mid December 1984.

Exit Interview An exit interview was held with the applicant at the conclusion of the inspection.

In addition to those so identified in Paragraph 1,

Mr. Gary Clyde, Operations Licensing Engineer, represented the applicant.

The inspector informed the applicant that the four remaining

"Open Items" were now considered to be closed.

No significant deficiencies or violations of MRC requirements were identified during this inspectio ~
