Division of Reactor Safety inspection Summary Inspection Conducted April 9-13.1990(R,eport 50-482/90-19)
Areas Inspected: Routine, unannounced inspection of the licensee's program for surveillance, inspection, and testing of pipe supports and restraint systems.
This inspection included snubbers (hydraulic and mechanical) and pipe supports under the 10-yerr inservice inspection (ISI) plan.
Results: Within the area inspected, no violations or deviations were.
identified. Both the snubber and the ISI programs were functioning properl and were in conformance with the 10-year ISI Safety Evaluation Report (SER)y, the applicable ASME Codes, and the Technical Specifications. Management involvement in these areas was evident.

2.
TESTING OF PIPE SUPp0RTS AND RESTRAINT SYSTEMS (70370)
The purpose of this inspection was to determine that adequate programs and procedures have been established for proper installation, inspection, testing, surveillance, and record retention related to pipe supports and restraints.

The inspection also determined if the progrr.n.s and procedures were in accordance

with regulatory requirements, Technical Specthcations (TS), and licensee commitments.

-3-This inspection covered the snubber program and the Inservice Inspection (ISI)
10-year program.
2.1 Procedure Review 2.1.1 Snubber program The inspector reviewed the licensee's procedures and Technical Specifications (TS)
pertaining to the surveillance and functional testing of safety-related hydraulic and mechanical snubbers. Survaillance procedures reviewed provided for periodic visual examination of mechanical and hydraulic snubbers to satisfy TS 4.7.8.b and 4.7.8.c and provided documentation of the visual examination of these snubbers. These procedures also provided for inspecting snubbers attached to sections of systems that have experienced unexpected, potentially damaging transients to satisfy TS 4.7.8.d.
Procedures reviewed are listed in the Attachment.
2.1.2 Inservice Inspection program The inspector reviewed the SER for the Wolf Creek first 10-year ISI program (1stinterval)includingNRCapprovedexemptionsandproceduraldocumentswhich established the licensee's 10-year plan for the ISI of pipe support assemblies.
These documents were developed by Nuclear Energy Services (NES).
Document NES 83A1714 addressed the program plan concept and the visual examination requirements for ASliE Code Classes 1, 2, and 3 support assemblies including snubbers. Document NES 83A1715 provided information needed to implement the program plan. These documents also contained the following:
The specific guidance for implementing the pipe support examination group sampling plans;
The description and mathematical basis of sampling models used for pipe support assembly sampling plans;
The documentation of the random number generator computer program used to mix examination groups and selected random samples for examination;
The program plan tables for each pipe support asserbly examination group.
These tables identify:
(a) The assemblies examined during the inspection interval; (b) The schedules for examination; and (c) The references for the sampling plans used to select the assemblies scheduled for examination;

The examination schedule for equipment support assemblies to be examined
during the first 10-year inspection interval.
The inspector raised a concern over the small number of supports selected from a large population of supports based upon a statistical sampling model termed Binomial Distribution function. However, based upon the review of the SER, the licensee was granted a code relief to use a statistical sampling plan

instead of the selection process utilized in the ASME code.
The inspector also reviewed other procedures that contained instructions and sufficient acceptance / reject criteria.

procedures for the surveillance, examination, and implementation of the snubber
and 151 programs.

2.2 functionalTestino(Snubbers)
The inspector observed the removal and replacement of a snubber that underwent functional testing. The testing was performed in accordance with plant

procedures. Maintenance personnel performing the test were knowledgeable of
,
the equipment and test procedures. Results of the functional test were within the acceptable limits.
Review of the calibration records for the Mark Hayes test macnine indicated

that the test machine and its accessories were calibrated.
The snubber tested and other functional test data reviewed are listed in the Attachment.
2.3 Visual Examination
.
The inspector performed a visual inspection of approximately thirty supports.
This included supports of both the ISI and snubber program.- Supports selected were mainly located inside containment, The snubbers and supports were examined to verify the following:

Excessive corrosion and deterioration was not present;
!
Binding and deformation of supports was not noticeable;
All required bolts, locking devices, nuts, cotter pins, and washers were properly installed and secured; and, Piping systems were not restricted from movement.

2.4 pipe Support Program, Surveillance Review The inspector reviewed the licensee's records of current and previous 151 pipe support surveillances. Review of these records indicated the following:
Inspection procedures were followed;

Adequate acceptance criteria were utilized;
When identified, deficiencies were recorded and forwarded to engineering

for evaluation;
Corrective ar.tions were implemented; The frequency of visual inspections performed met program requirements;
and.
- The sample selection of supports inspected this outage met the 10-year 151 program requirements.

The inspector concluded that the licensee's pipe support surveillance program was functioning as committed to in the 10-year ISI program.
2.5 Conclusion The inspector determined that adequate programs and procedures were established and in place for the surveillance, examination and testing of pipe supports and restraint systems. The inspector also concluded that the licensee's program was in accordance with SER commitments and exemptions, applicable ASME code requirements and Technical Specifications.
