The nuclear services environmental assessment group has remained very stable.. Management control over the environmental program appears adequate.

-There is consistent evidence of prior planning and assignment of priorities.

The training and qualification program makes a positive contribution as does the expertise that is available within the staff.

Procedures for the control of activities are well stated and controlled.

Audits of the REMP are routinely performed to assess procedural compliance.

The quality of the annual environmental report appears adequate.

Within the areas inspected, no violations or deviations were identified.

Organization and Management Controls The licensee's organization and assignment of REMP responsibilities were reviewed to determine compliance with the requirements contained in Section 6 of the WCGS Technical Specification (TS) and agreement with commitments in Section 13 of the Updated Safety Analysis Report (USAR).

The inspector reviewed the corporate nuclear services group and WCGS environmental assessment group management control procedures for the assignment of responsibilities for management and implementation of the WCGS REMP.

Current management controls described in these procedures and implementing instructions appear adequate for management of the REMP.

The inspector reviewed the staffing of the corporate and onsite organizations associated with the REMP and verified that they met requirements specified in the USAR.

of supervisory personnel since the last inspection.

In each case, the

licensee had allowed sufficient time to achieve a smooth turnover and

receive guidance from the previous supervisor.

The current organizational

structure and staffing appear adequate to implement the REMP.

procedures reviewed during this inspection are listed in the attachment to this report.

Training and Qualifications

,

The inspector-reviewed the training and qualifications for the corporate and onsite environmental management group responsible for the REMP to

l determine compliance with TS Section 6.3 and 6.4, and commitments in the USAR,'Section 13.2.

The WCGS environmental management staff is responsible for collection, documentation, and shipment of the REMP samples collected around the WCGS

'

site.

Training relating to the REMP sampling is on-the-job training.

There had not been any changes of personnel responsible for the collection, documentation, and shipment of REMP samples collected and training activities since the previous inspection.

No violations or deviations were identified.

4.

Audits The inspector reviewed the licensee's quality assurance (QA) audit program to determine compliance with requirements of TS, Section 6.5 and agreement with commitments in the USAR, Section 13.4.

Environmental program audits are conducted annually by the WCGS QA staff.

The following audits were reviewed:

Audit procedures and checklists were reviewed and it was determined that audit reports were reviewed by management.

Audit reports were

comprehensive, but designed to ensure activities were performed in accordance with existing procedures.

The audit reports did not contain any. comments on the adequacy of the procedures or program weaknesses,

Audit team members had limited experience in the area of environmental

monitoring techniques.

It was noted that one audit team member had been a

licensed senior reactor operator.

Responses to audit findings had been

completed and documented in a timely manner.

No violations or deviations were identified.

Meteorological Monitoring Program

'

The inspector reviewed the licensee's meteorological monitoring program to

determine compliance with Section 3/4.3 of the TS, agreement with commitments,in Section 2.3 of the USAR, and the recommendations of

,

Regulatory Guioe 1.23, 1.70, and 1.97 and ANSI /ANS Standard 2.5-1984.

'

The meteorological tower, data recording equipment, calibration

procedures, maintenance procedures, and semiannual calibration records

'

,

were reviewed.

It was determined that the meteorological tower

'

instrumentation data recovery exceeded 90 percent as recommended in Regulatory Guide 1.23.. Actual data recovery for 1988 was 97.1 percent.

The licensee is evaluating the meteorological capabilities of the newly

constructed Coffey County airport which is located approximately 5 miles west and 3 miles north of the WCGS site for backup capability to the plant

system.

No violations or deviations were identified.

Radiological Environmental Monitoring Program

,

The inspector reviewed the licensee's REMP to determine compliance with requirements in Section 3/4.12, 6.9.1.7, and 6.14 of the TS, and agreement

with commitments contained in the USAR.

The inspector reviewed the annual radiological environmental monitoring

reports for 1987 and 1988.

During 1988, tritium from routine plant releases were detected in the Wolf Creek cooling lake (WCCL) throughout the year.

The licensee released a total of 406 curies of tritium during

.

this period.

A review of other pressurized water reactors in Region IV indicates that the total tritium released, when normalized for the thermal power output, appears within the expected range.

Cobalt-58 and -60 were detected in lake sediment and aquatic vegetation in the immediate vicinity

.

of the WCCL discharge cove.

All nuclide concentrations were well below I

applicable TE reporting limits.

No tritium or other plant-related radionuclides were detected at the nearest downstream sampling points with unrestricted access.

Selected environmental media sampling stations associated with the REMP were inspected.

The required equipment at these stations were in place, calibrated, and operational.

Calibration and maintenance records for air sampling equipment were reviewed and it was determined that all
