Licensee Action on Previous Inspection Findings (Closed) Unresolved Item (STN 50-482/79-19):
Failure to Review and Sign Concrete Preplacement Checklist Prior to Placement.
The IE inspector reviewed the action taken by the constructor regarding the signing of preplacement checklists. A QC memo (QCM313) was written on April 12, 1979.
KC&E auditors have reviewed twenty pour packages since that time and did not find any additional failures.
The action taken previously by the licensee and the constructor appears to be adequate.
This item is considered closed.

Site Tour The IE inspector walked through the various construction areas to observe construction progress and housekeeping.
During the tour in the Fuel Building area, it was noted that on the foot of the west wall of the fuel transfer canal there was broken concrete arcund some of the Nelson stud embeds.
This item had not been identified by QC or QA pre-viously.
This was discussed with the Daniel Civil Engineer. While this item does not appear to be significant from a safety function standpoint, it is considered unresolved until the investigation by the constructor and AE is completed and reviewed by the IE inspector.
No items of noncompliance or deviations were identified.

4.
NRC Case Load Forecast Panel Meeting The IE inspector attended the meeting held in Burlington, Kansas, by the Office of Nuclear Reactor Regulation (NRR).
The meeting consisted of a morning session November 29, 1979, a tour of the Wolf Creek site on the afternoon of the same day, and a final session on the morning of November 30, 1979.
The meetings in Burlington, Kansas, were open to the public and were held in the Coffey County Court House.
The purpose of the meeting was to review the status of construction progress and sched-ules at Wolf Creek in order to better predict the case work load of NRR for review of operating license requests.
KG&E made various presentations to the Panel representatives. Details of the meeting are to be presented in a report from NRR.
5.
Unresolved Items Unresolved items are matters about which more information is required in order to ascertain whether they are acceptable items, items of non-compliance, or deviations.
Unresolved items disclosed during the inspection are discussed in paragraph 3.
6.
Exit Interview The IE inspector met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on November 30, 1979.
The IE inspector summarized the scope and findings of the inspection.
