!aspection on Apri' 30 and May 1, 1979 (Report No. STN 50-482/79-11)

Areas Inspected:

Routine, unannounced inspection by regionally based inspectors of aspects of the quality assurance program relating to the control of design and procurement, overall conduct of the audit program at a document control.

The inspection involved fif ty-six inspector-hours by four NRC inspectors.

Results:

Of the four arcar inspected, no items of noncompliance or deviations were identified.

Management Review The IE :nspector determined through a review of documentation and through discussions with SNUPPS staff persoinel that management reviews of the QA program have been conducted as required by SNUPPS Administrative Control Frocedure (ACP) 2.5, " Management Reviews of the Quality Assurance Program,"

Revision 2, October 20, 1975.

All changes to ACPs are initialed by the Executive Director.

Responses to outside audits by the QA Committee are signed by him.

The appropriate records for QA program activities are maintained in controlled files.

No items of noncompliance or deviations were identified.

3.

Issuance and Cont rol of QA Program Manuals The general area of QA program manual issuance and control was examined by the IE inspecto.

The Manual Holder's Distribution List was observed to be correct and in accordance with ACP 2.6, " Issuance and Control of QA Program Manuals," Revision 2, April 1, 1978.

Records indicate that manual issuance, distribution, and follow up are also in accordance with ACP 2.6.

No items of noncompliance or deviations were identified.

4.

Stop Work The IE inspector reviewed ACP 2.4, "Stop Work," Revision 2, March 18, 1977.

No stop-work orders have been issued by the SNUPPS staff in t!.e past two years.

The ACP is in conformance with the requirements of 10 CFR 50, Appendix B and ANSI N45.2.

No items of noncompliance or deviations were identified.

Audit Program The IE inspector revieweJ the SNUPPS staff audit activities to verify compliance with ACP 13.1, evisioi,, January 13, 1977, " Audit Program."

The ACP conforms to the requirements of ANSI N45.2.12 as related to staff audit functions. The following documents were reviewed:

a.

Audit Schedules dated April 18, 1979, Septembe2 25, 1978, and February 15, 1977.

This included audit schedules for ACP coverage, lead AE (Bechtel) audits, and SNUPPS contractor audits, b.

SNUPPS Internal Audit, Report SLS 79-35, File: 0491.8.1 (ACP 3.6, 3.7, and 9.1), and responses.

c.

SNUPPS Audit of Bechtel and Procedure Control, dated Feburary 15, 1979 (and response) SL8M 79-48, File: 0492.4.2.

d.

SNUPPS/QA Cocmittee Audit of Bechtel, dated November 15, 1978, SL8M 78-410, File: 0492.13.3.

The following were verified to be complete and correct in the audit reports:

The IE inspector observed that the timeliness of audit responses from Bechtel did not meet the ACP 13.1 requirements, i.c.,

responses were in excess of 30 days.

Ilowever, Bechtel has notified the SNUPPS staff that the reports would be late.

Af ter discussion with the SNUPPS QA Manager, the IE inspector stated that the question of timeliness of QA audit responses is considered unresolved.

The QA Manager states that this problem would be reviewed with the AE/Bechtel.

6.

Licensee Action on Previous Inspection Findings (Closed) Unresolved Item (STN 50-482/78-02):

Corrective Action Reports.

The IE incnector determined, through review of SNUPPS QA Committee Meeting Minutes anu discussion with SNUPPS staff QA Mancger, that for the utilities

ACP 10.1, " Corrective Action System," Revision 1, January 2, 1975, is an active procebsre although of limited use to the SNUPPS staff.

The proce-dure and its use were reviewed by SNUPPS QA Committee during meetin,s No.

68 and 69.

The bulk of the reports by the 2NUPPS sites are site specific.

Thus, only a limited number of reports are received by the SNUPPS staff, since their mission is directed toward specific technical and overall management system probicas.

This item is considered resolved.

7.

Processing of Field Changs The contrcm of Field Changes in accordance with ACP 2.6, " Field Change Control," Revision 0, April 5, 1976, was reviewed.

Field Changes 2-0261-C, 2-2076-C, 2-0275-C and 2-0273-C were selected.

The review resulted in the determination that the field changes were being controlled as required by the Administrative Control Procedure.

No items of noncompliance or deviation ~ were identified.

Processing of Construction Variances The control anr! processing of construction variances in accordance with ACP 3.7, " Construction Variance," Revision 2, April 1, 1978, was reviewed.

Construction Variance Requests 2-0062-C, 2-0004-C, 2-0057-C, 2-0060-C, 2-0044-C, and 2-0059-C were reviewed.

The review and disposition of these Variance Requests were performed as required by the Administrative Control Procedure.

Follow Up on Previous Inspection Findines, Information and documentation provided during a recent inspection at the Callaway site relative to an item of noncompliance (identified as item 50-483/79-02-02) were reviewed.

This item was in regard to the licensee's failure to control nenconf orming saf ety-related equipment.

All of the documentation reviewed and information provided were in agreement with that provided at the site.

Exit Interview The IE inspectors met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on May 1, 1979. The TE inspector summarized the purpose and the scope of the inspection and the findings.
