Licensee Action on 50.55(e) Reports (0 pen) Potential 10 CFR 50.55(e) Report, Subject Incorrect soil modulus used as design input to a computer model for developing building hydrodynamic re-sponse spectra. The licensee indicated that their engineers, Sargent & Lundy, are through with their re-analysis.
Preliminary results indicate that the
. response spectra actually used on the analysis enveloped the new revised re-sponse spectra. Thus, there is no impact on the Clinton building design.
However, the revised resoense spectra has been sent to G. E. for their NSSS loads assessment work. This might necessitate some hardware changes. This work is anticipated to be completed by the end of December 1981. The deter-mination of whether this error is reportable per 10 CFR 50.55(e) will be made at this time by the licensee. This item remains open pending a review of tce licensee's final report.

Licensee Action on Bulletins (0 pen)Bulletin 79-02, Subject:
Concrete expansion ancho s.
Illinois Power Company is cooperating with Commonwealth Edison Co and three other utilities in a program on dynamic testing of concrete expansion anchors.
The results will be used to ensure proper design at the Clinton Site.
These results have not been received by Illinois Power. A final 79-02 report to the NRC will be issued approximately mid-July, 1981. This bulletin remains open pending a review of the licensee's final report.
Observation of Concrete. Placement Activity The inspectors made a 1 replacement inspection of containment dome pour number CTW35.
The reinforcing steel was checked against design drawing number S&L S27-1307, Revision N dated March 31, 1981. All rebar was in place and tied securely. The construction joint with pour number CTW34 was properly prepared.
Construction personnel were vacuuming the last particles of foreign matter off the containment liner plates. The screed guides for the dome curvature will allow adequate cover over the reinforcing steel.
Review of Concrete Quality Records

The inspectors reviewed pour folder numbers 1583 (pours CTW 32 & 33) and 1584 (pour CTW 34) and found documentation to be adequately filled out and signed off except for Field Change Request (FCR) number 9508 which requested an increase in concrete slump.
Box number 18b " Design Organ-ization's Disposition" was not adequately filled out in that it stated,
" Accept B.A. change requested". From a review of the history of this item, it was determined that FCR number 2126, dated April 10, 1979, on the same subject was appropriately dispositioned by the designer and it was an oversight by the licensee not to refer back to this FCR to complete the new FCR's adequately. The licensee indicated that FCR 9508 and all others on the same subject matter would be revised to indicate the designer's original disposition.
Exit Interview The inspectors met with the licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection. The inspectors summarized the purpose and findings of the inspection reported herein.
