Project Inspection Meeting Summary A meeting was held with Corporate officers of the Illinois Power Company at their offices in Decatur, Illinois on May 11, 1981. The purpose of the meeting was to discuss the results of the special trial team inspection con-ducted at the Clinton construction site February 9 through March 5, 1981.

Hayes, Chief Reactor Project Section IB Meeting Details A meeting was held at the Illinois Power Company's corporate offices in Decatur, Illinois on May 11, 1981, with members of executive management to discuss the results of the special team inspection conducted at the Clinton construction site February 9 through March 5, 1981.
The Region III director opened the meeting and discussed the purpose of the trial team inspections which were conducted at various plants under construc-l tion throughout the country.
Mr. Keppler explained that the results of these l
inspections would be evaluated to determine if they would be more effective i
in the utilization of NRC construction inspection personnel. The licensee reviewed some of the disadvantages of the team inspection from their viewpoint and expressed a view that the present inspection program was less devastating to the plant construction efforts.
The inspection results were briefly discussed and it was explained to the

licensee that the inspection results indicated that management attention was needed in three general areas.

Effectiveness of the quality assurance organization could be improved by more involvement and support of upper management and more timely followup of identified problems.
I b.
Closer review of inspection criteria is needed to assure all critical elements are verified and that the elements are inspected in the required sequence.

c.
More timely inspections are needed for earlier detection of deficiencies and implementation of corrective action i.e., blocks of completed work i
released for inspection are too large.
i The licensee stated that they had reviewed the Inspection Report and had arrived at much the same conclusions and discussed some of the actions they had already taken or were in the process of implementing to bring about

improvements. One of the actions discussed was the initiation of a monthly

Quality Review Meeting to be conducted by the IPC Director of Quality Assurance.
The director reviewed current activities at other facilities within Region III and summarized the meeting discussions.
In his summary Mr. Keppler emphasized that a number of the problems identified during the team inspec-tion had been previously identified by the licensee's own quality organiza-tion and that prompt effective corrective action would have prevented reoccurrence, i
