Functional or Program Areas Inspected a.

Site Tours At periodic intervals during the report period, tours of areas of the site were performed. These tours were intended to assess the cleanliness of the site; storage conditions of equipment and material being used in site construction;-the potential for fire or other hazards which might have a deleterious effect on person-nel and equipment; and to witness construction activities in progress.

No items of noncompliance or deviation were identified.

Electrical Cable Installation During the reporting period, the inspector randomly observed the installation, handling, and protection of electrical cables, specifically, work associated with Class IE electrical cables in the Power Block. The cables were hand pulled through tray in the Auxiliary and Control Buildings, 737' to 800' levels.

It was observed that pull cards were in use, cables were identified, Quality Control inspections were performed and Quality Control personnel witnessed the pull. Quality Control coverage of each event appeared adequate.

No items of noncompliance or deviation were identified.

c.

Concrete Installation The inspector observed concrete pours of the Containment Personnel Walkway (floor, walls and roof) in accordance with the requirements of travelers 1697,.1698, and 1o99. The following conditions were noted. The travelers were complete and signed off by all parties prior to the concrete pour and concrete test results were within specification limits. Surveillance by Quality Control was adequate and satisfactory. Placement areas were clean of debris, rebar tie fastenings were secure, placement crew numbers were satisfactory, concrete delivery and placement were satisfactory, consolidation techniques were satisfactory, Quality Centrol concrete pour preplacement and drawing checklists were complete and signed.

The inspector notes that form vibrators were used on one wall due to pour space limitations. An inspection after form removal in-dicated satisfactory consolidation.

No items of noncompliance or deviation were identified.

Welding Activities During the reporting period, the inspector observed work including handling, fitup, welding and inspection of the Containment Refueling Pool floor plate at 803' level. The 1" plate was positioned around the Reactor Vessel periphery and joined by full penetration butt 3-

welds to Weld Procedure NP 8-8-BA-L, Revision 3.

One traveler in use was CM-169 by welder B 281. Shie?.ded Metal Arc Welding (SMAW)

and Gas Tungsten Arc Welding (GTAW) processes were in use with E 308 and E 309 electrode. The inspector notes that the applicable documentation was present with signatures / stamps current with the work progress. for each of the welds examined, one or more of the following activities was observed. Handling and protection of structure and partially completed welds were satisfactory.

Shielding gas was correctly used when applicable. The weld area was free of contaminants. The joint fitup dimensions were within procedural requirements and the welders were certified as qualified for the thickness and the process specified to be used for welding the joint. Technique and weld results appeared to be satisfactory.

No items of noncompliance or deviation were identified.

Mechanical Equipment Installation The inspector performed a surveillance of the rigging, handling, and setting of the Hydraulic Power Unit (HPU) B33-D003 in the Containment Building 760' level. The operation was performed in accordance with traveler B33-008. The inspector notes that the rigging and handling of the Unit appeared adequate and the applicable traveler steps were signed off in consonance with the work performed.

No items of noncompliance or deviation were identified.

Program Control At periodic intervals the inspector reviewed Nonconformance Reports (NCRs), change implemented Field Change Requests (FCRs),

selected audit findings, construction procedure revisions, Quality Control procedure revisions, and plant problems identified by the Licensee and Contractor (BA). The inspector attended selected weekly schedule meetings and startup/ turnover meetings. The inspector also provided comments of FSAR Chapter 17 and Appendix B to the Office of Nuclear Reactor Regulation for inclusion in the licensing process.

No items of noncompliance or deviation were identified.

3.

Exit Meetings The Resident Inspector attended an exit meeting conducted by Region III inspector H. Wescott on November 13, 1981. The Resident Inspector met with licensee representatives (denoted under Persons Contacted) on November 13 and 25, 1981. The inspector summarized the scope and findings of the inspections performed.
