Inspection on June 1 through 30, 1981, (Report No. 50-461/81-17)

Areas Inspected: Routine, Resident Inspector's inspection of construction activities including material laydown and storage areas, welding electrode storage and control, containment welding activities, and quality control ~

inspection activities. The inspection involved a total of 132 inspectos hours onsite by one NRC inspector including 0 inspector-hours during off-shifts.

Results: Of the areas inspected, no items of noncompliance or deviation were identified.

Functional or Program Areas Inspected a.

Site Tours At periodic intervals during the report period, tours of areas of the site were performed. These tours were intended to assess the cleanliness of the site; storage conditions of equipment and material being used in site construction; the potential for fire or other hazards which might have a deleterious effect on personnel and equip-ment, and to witness construction activities in progress.

No items of noncompliance or deviation were identified.

Inspection Support l

An NRC investigation of Quality Control related activities was

performed for the period of June 2 through 19, 1981. The Resident

Inspector provided staff technical support during this period. All related items of noncompliance or deviation will be included in the Region III report.

Containment Welding Activities While perfoming a surveillance of Containment work activities, the inspector noted a finished hanger weld assembly without the required accompanying welder's ID stamp imprint. The constructor took prompt l

positive corrective action: procedure revision, retraining seminar l

for affected foremen, retest of the subject welder, and an inspec-l tion of all other areas for similar occurrences. No other examples l

were found. Since Quality Control inspection had not yet been perfomed, and the ocenrrence was an isolated case, and the construc-tor took prompt positi,e action, the inspector has no further concerns in relation to this matter.

No items of noncompliance or deviation are identified.

Electrode Storage and Control The inspector perfomed a surveillance of the Power Block 737'.

level main electrode storage facility. Oven temperatures, logs, and calibrations were within requirements.

Storage and segrega-tion of electrode were acceptable. Rod distribution and caddy (holder) control was per procedure requirements "No foreign substances were in the rod ovens. Facility personnel were aware of all procedural electrode handling requirements.

No items -of noncompliance or deviation were identified.

Exit Meetings The Resident Inspector attended exit meetings conducted by Region III inspectors H. Wescott, G. Phillip, R. Landsman, J. Norton, C. Weil, and W. Key on June 5, 11, 19, and 26, 1981. The Resident Inspector met with licenseerepresentatives(denotedunderPersonsContacted)onJune26 and July 6, 1981. The inspector summarized the scope and findings of the inspectdans perfomed.
