PHASE 3, MODULE NO. 23 The NRC has performed a. review of the testing, transition p1hn, and walkdown of

. the completed security system for the Plant Vogtle Unit.-2 covered by Readiness Review Module No. 23, Phase 3, submitted on November 23, 1988. . This' review has been performed as part of- our routine inspection program and'is~ documented in Inspection Report Nos. 50-425/88-68 and 50-425/89-07 forwarded to you by letters dated January 19 and 30, 1989, respectivel Our review confirmed that testing of the Unit 2 security systems, which was deferred from . Phase 2, was satisfactorily ' completed during Phase It was further confirmed that all findings identified during Phase 3, along with two carryover findings from phases 1 and 2, were adequately resolved. . Based on NRC review'and inspection of these activities identified in Phase 3 of Module No. 23, we have determined that the testing, transition plan, and walkdown of the completed security system for Unit 2 complies with regulatory requirements and is acceptabl This decision is based on information currently availab1'e' to the inspector and reviewers. .
