MEETING SUMMARY On July 28, 1995, representatives of Washington Public Power Supply System met with NRC personnel in the Region IV office located in Arlington, Texas, to discuss the apparent violations identified in NRC Inspection Reports 50-397/95-07 and -95-13.
The conference was held at the request of Region IV.
During the predecisional enforcement conference, the licensee disagreed with the violation related to the failure to initiate a Problem Evaluation Report in response to a half scram during startup activities.
We will consider the comments provided in our evaluation of the enforcement action.
The licensee presented a summary of the causes for the apparent violations and their corrective actions.
The attendance list and the licensee's presentation are attached to this summary.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this summary and its enclosures will be placed in the NRC Public Document Room.
