NRC INSPECTION REPORT 50-397/95-19 AND NOTICE OF VIOLATION Thank you for your letter of August 18, 1995, in response to our letter and Notice of Violation dated July 20, 1995.
We have reviewed your reply and find it responsive to the specifics in our Notice of Violation regarding your failure to maintain a Plant Operations Committee approved procedure containing the requirements for shift and relief turnovers.
In your reply, you requested that the NRC reconsider the severity level of the violation due to a lack of safety significance.
Your justification for this position was focused on the premise that the violation was an administrative oversight that was not related to actual performance shortcomings.
We agree that the specific issue concerning the administrative approval and physical location of the shift turnover guidance is of minimal safety importance.
Therefore, in accordance with the agency's enforcement policy, the referenced violation is changed to a non-cited violation.
However, the operational significance associated w'ith inadequate turnovers should not be minimized by the Supply System.
Given that the failure to communicate important information during shift and relief turnovers has been observed on past occasions and has contributed to safety significant operational violations, the NRC does not consider the overall implications of this issue to be without significance.
Additionally, the violation was NRC identified and, as was detailed in the inspection report, the turnover which was observed by NRC during the inspection, was not carried out in accordance with either the Supply System's management expectations or its expressed guidance.
Therefore, we will review the implementation of your specific corrective actions during a future inspection to determine that full compliance has been achieved and will be maintained.
Moreover, your overall actions to improve control room communications, of which shift and relief turnover is an important element, will be reviewed as a part of that inspection effort.
