NOTICE OF VIOLATION (NRC INSPECTION REPORT NO. 90-12)
This letter refers to the routine Safeguards inspection conducted on May 7
-
11, 1990, attheWashingtonNuclearProject, Unit 2(WNP-2),authorizedunder NRC License No. NPF-21. The inspection was conducted by A. D. McQueen of this office.
It also refers to the discussion of the inspection findings held by the inspector with Mr. S. Telander and members of the Supply System staff on
,
May 11, 1990.

Areas examined during this inspection included activities related to physical
'
protection as described in the enclosed inspection report.
Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with facility and contract personnel, and
observations by the inspector.
Based on the results of this inspection, certain of your activities appeared te be in vidlation of HRC requirements, as specified in the enclosed Notice of (
Violation.
On April 16, 1990, it was determined that two individuals required
to be escorted within the WNP-2 Protected Area were, in fact, not under i
escort.
The root cause of the violation appears to have been a failure-to comply with requirements of the site Physical Security Plan and Security Plan Implementing Procedures.
This violation has been categorized by severity level in accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990).
This Notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2,' Title 10, Code of Federal Regulations.
You are required to respond to this letter and should follow the instructions specitied in the enclosed Notice when preparing your response.
In your response, you should document the specific actions-taken and any additional
actions Notice, you plan to prevent recurrence.After reviewing your response to this including your proposed corrective actions whether further NRC enforcement action is necessary, the NRC will determine to ensure compliance with NRC reonintn y equirements.
