S @ 2 7 1988 ; J Subject: Waterford 3 SES l-Docket No. 50-382 ' License No. NPF-38 ^ NRC Inspection Report 88-20 Response for Radwaste Training Open Item NRC Inspection 88-20 was conducted from July 10-15, 1988 to review among other things the Radwaste Training Program. The inspector noted that: At least four Radwaste Personnel had not received formal radwaste training since being employe . The last training received by many Radwaste Personnel was the completion of on-the-job training checklists in 198 . Lesson plans for the radwaste training program sare not current (1984 vintage) in the areas of regulatory requirements and licensee facilitie The subject Inspection Report, therefore, requested LP&L to outline the steps taken to ensure the initial training and retraining programs for Radwaste Personnel are fully implemented in accordance with NRC Inspection and Enforcement Bulletin (IEB) 79-19 and current indt.stry practices. In addition, the subject Inspection Report requested LP&L to address the root cause of the inactivity of radwaste training and the long term actions to be taken to improve and maintain the training progra As a result of IEB 79-19, LP&L initiated procedures to implement the

training / retraining requirements. These requirements are now reflected in procedure NTP-207, "Radwaste Services Training", and course descriptions NTC-237, "P.adwaste Services Training", and NTC-238, "Radwaste Continuing Training".

LP&L agrees with the concerns identified by the inspector as noted abov Over the past several years LP&L Nuclear Operations Training has experienced a high turnover rate in the instructional staff positions responsible for radwaste training. This high turnover rate prevented LP&L from satisfactorily training and retraining radwaste workers as outlined in IEB 79-19. This inactivity resulted in some training 1.esson plans being out-of-date pertaining to regulatory requirements and Waterford 3 facilitie To ensure radwaste workers receive initial training and periodic retraining, the Nuclear Operations Training Department, in coordination with the Radwaste Department, will issue a semi-annual training schedul Initial radwaste training is scheduled to begin on November 14, 1988 with radwaste continuing training scheduled for the first cycle on November 7, 1988. All lesson plans will be revised prior to conducting training to reflect current regulatory requirements and the Waterford 3 radwaste facilitie At the present time all positions responsible for radwaste training are filled with little turnover foreseen in the future. Should vacancies develop, the semi-annual training schedule discussed above will give the Training Department the tool necessary to determine the impact, if any, a vacancy may have on radwaste worker training, and allow LP&L to respond accordingly.
