SUBJECT: EMERGENCYOPERATINGPRLCEDURE(E0P) INSPECTION This is to confirm the dates of the E0P inspection to be performed at Waterford 3 as discussed with Messrs. Robert Starkey and Dwight Baker of your staff. The E0P onsite inspection at Waterford 3 is to be performed during the period of July 6-13, 1988. An uit interview has been scheduled for July 14, 1988, at 9:30 As noted in Mr. Callan's letter of February 24, 1988, the purpose of the inspection is to verify at selected sites (Waterford 3 is the fourth of four CE sites to be inspected) that tl.e E0Ps are technically accurate; that their specified actions can be meaningfully accomplished using existing equipment, controls, and. instrumentation; and that the available procedures have the usability necessary to provide the operator with an effective operating too The inspection team consists of two senior reactor inspectors (Messrs. Jack'0'Brien l
and Perry Stewart), a licensing examiner (Mr. Leo D2fferding), a human factors specialist (Ms. Carol Tolbert), the St. Lucie resident inspector (Mr. Perk Bibb),
