(Closed) Open Item 382/8715-03:

Record Storage - This item was previously discussed in HRC Inspection Report 50-382/87-15 and concerned the lack of adequate fire protection for permanent environmental and effluent release records temporarily stored in HP offices.

This concern was also addressed in licensee audits.

The licensee had issued a comprehensive procedure for record preparation, collection and storage (HP-01-173), and procured fire-rated file cabinets for storage of records that are not sent to the document control center, j

Inspector Observations The following is an observation the NRC inspector discussed with the licensee during the exit interview on January 15, 1988.

Observations are not violations, deviations, unresolved items, or open items.

Observations are identified for licensee consideration for program improvement, but the observations have no specific regulatory requirements.

The licensee stated that this observation would be evaluated.

Health Physics Technician Training - The licensee's formal lectures in the HP technician training series do not provide a sufficient overview of the Environmental Monitoring Programs.

Organization and Management Controls (83522/83722)

The NRC inspector reviewed the licensee's organization, staffing, program for identification and correction of program weaknesses, audits and appraisals, communication to employees, and program documentation and

implementation to determine agreement with the commitments in Chapter:, 12 and 13 of the Updated Final Safety Analysis Report (USAR); and adherence with the requirements of Sections 3.12.1 and 6.0 of Technical SpecificMions (TS).

The NRC inspector reviewed the licensee's staffing of the Radiological Environmental Monitoring Program (REMP), including corporate support, and assignment of responsibilities.

The NRC inspector reviewed the HP Departaast's program for collection, preparation, and shipping of envir i samples; the onsite Nuclear Operations and Support Asses Radiological Controls Group's (NOSA-RCA) evaluation / assessment of r lytical data and the preparation of annual radiological environmental reports.

The NRC inspector also reviewed the licensee's

implementation of the Nonradiological Environmental Monitoring Program.

The NRC inspector reviewed selected LP&L management policies, REMP implementing procedures, and audit repnrts.

Training and Qualifications (83523/83723)

The NRC inspector reviewed the licensee's training and qualification programs for the HP staff responsible for implementing the REMP.

The training and qualification program review included verification of education and experience, adequacy and quality of training, employee knowledge, qualification requirements, new employees, Institute of Nuclear Power Operations (INPO) training program accreditation, and audits and appraisals to determine agreement with the commitments in Chapter 13 of the USAR, and adherence with the requirements of TS 6.0.

The NRC inspector reviewed training programs, lesson plans, self-study, and on-the-job training programs.

The NRC inspector noted that the junior and senior HP technician qualification programs had qualification cards for selected REMP duties, but the formal classroom lectures did not adequately cover the requirements and bases for performance of the two environmental monitoring programs ongoing at Wat-3 (REMP and the non-REMP).

No violations or deviations were identified.

Audits (80521/80721)

The NRC inspector reviewed the licensee's audit program to verify compliance with TS Section 6.5.2.8 requirements and agreement with Section 13.4 of the USAR.

The NRC inspector reviewed the licensee's QA audit program involving the REMP implementation.

The NRC inspector also reviewed the 1986 and 1987 annual REMP audits.

It was noted that the licensee had performed a comprehensive audit of the analytical laboratory in the first quarter of 1986.

The NRC inspector determined that the licensee had complied with QA policies and implementing procedures, and the requirements of the TS concerning auditing of the REMP and Offsite Dose Calculation Manual (ODCM).

Program Changes (80521/80721)

The NRC inspector determined that the licensee had not made any significant program changes other than the changing of analytical services from Teledyne Corporation to Arkansas Power and Light, Environmental Laboratory.

Minor sampling location change due to the unavailability of certain samples were properly evaluated and implemented.

Changes to the 00CM were reported in accordance with TS requirements.

Radiological Monitoring Program (80521/80721)

The NRC inspector reviewed the licensee's REMP and ODCM against the requirements contained in TS 3.12.1 and 3.12.2 for the period June 1984 through January 1988.

The licensee's emergency plan implementing procedures (EP-02-061) provides for the collection of environmental samples in the event of a reactor accident and contains provisions for backup analytical services if primary services are not available.

No violations or deviations were identified.

Meteorological Monitoring Program (80521/80721)

The NRC inspector reviewed the licensee's meteorological monitoring program for compliance with the requirements of TS 3.3.3.4; and agreement with the guidance of NRC Regulatory Guides (RG) 1.23 and 1.97.

The licensee reported in the Semiannual Radioactive Effluent Report for the period July through December 1986 that the percent of recoverable data for the site meteorological monitoring system was less than the 90 percent recovery rate as recommended in RG 1.23.

When both the primary and secondary meteorological monitoring system were considered, the recovery rate for 1986 was approximately 78 percent.

The licensee committed to, in the 1986 report, implementing several corrective measures to improve the system.

These corrective measures were implemented during the first half of 1987 and began to show improvement during the last half of 1987.

Currently, the licensee's first half of 1987 performance was approximately 68 percent recoverable data, and the second half of 1987 showqd nearly a 99 percent recovery of meteorological data.

The licensee's calibration program was compared to the requirements of TS Table 4.3-5 and the guidance contained in RG 1.23 and RG 1.97.

The licensee's action concerning NRC Information Notice 84-90,

"Meteorological System Problems" was reviewed.

The licensee is still evaluating their meteorological system to address the concerns d scussed in NRC Information Notice 84-90.

The NRC*inspectsr discussed the licensee's position on future program improvements in data recovery and data evaluation for the meteorological system and determined that the licensee was applying an adequate amount of resources and management attention to the problems.

This is considered an open ites pending further review of the licensee's meteorological monitoring program (382/8801-01.

No violations or deviations were identified.

Facilities, Equipment, and Supplies (80521/80721)

The NRC inspector inspected selected sampling stations associated with the i

REMP.

Airborne, direct radiation, and waterborne sample stations were

The required equipment was in place and operable.

The samples were obtained and prepared for shipment by properly qualified personnel using approved station procedures.

Equipment maintenance and sample tracking logs were reviewed.

The licensee maintains an adequate supply of backup equipment and expendable supplies.

The licensee provides, calibrates, reads, and maintains its own environmental dosimetry (a four-element thermoluminescent dosimeter) that satisfies the guidance in RG 4.13.

No violations or deviations were identified.

Environmental Reports, Operating Manuals, and Procedures (80521/80721 The NRC inspector reviewed the licensee's REMP implementing procedures, annual environmental reports, management directives, and QA program procedures for compliance with the requirements of TS 6.8.1, 6.9.1.7, and 6.11.1; Appendix B to 10 CFR Part 50; and agreement with the guidance contained in RGs 4.1 and 4.15.

The NRC inspector reviewed 1985, 1986, and a draft of the 1987 annual environmental report.

The licensee REMP implementing procedures (Series 900 of the HP procedures), the ODCM, and N0SA-RCA REMP evaluation procedures were reviewed.

No violations or deviations were identified.

Reportable Occurrences (80721)

No reportable occurrer.ces were noted since the last inspection (50-382/85-08, March 1985) through December 1987.

14.

Outage Preparations (83729)

The NRC inspector held discussions with licensee and contractor representatives concerning radiation protection preparations for the April 1988 scheduled cycle 2 refueling outage.

The NRC inspector reviewed the licensee's plans for ensuring the prime contractor (Westinghouse)

implements an adequate radiation protection program during the outage.

The NRCuinspector determined that the licensee had established planning meetings;for the purpose of identifying radiation protection activities to be acccolished prior to the start of the refueling including:

areas cf responsibility, staffing and training, specific job planning interfaces, and lines of authority for specific areas.

The NRC inspector also reviewed the program to ensure there is adequate licensee oversight concerning:

contractor activities in areas controlled solely by Westinghouse, special training needs, equipment needs, and ensure suitable amounts of expendable supplies (protective clothing, monitoring materials, plastic clothing, etc.) are ordered.

The licensee appears to be providing adequate preplanning for the cycle 2 refueling outage.

No violations or deviations were identified.
