Persons Contacted Licensee Employees J. T. Moore, Project Manager E. B. Miller, Senior QA Engineer J. W Willis, Project QA Engineer R. G. Bennett, Electrical Engineer (QA)
- Attended exit interview 2.
Exit Interview The inspection scope and findings were summarized on September 18,1981 with those persons indicated in paragraph 1 above. The violation identified in paragraph 5 was discussed in depth.
3.
Licensee Action on Previous Inspection Findings (Closed) 50-370/81-14-02.
Unresolved item Seismic qualification of cable installation in tray near 2ATC-2A. The licensee has issued Variation Notice 26231 which installs unistruct on the face of the tray to prevent cable falling out of the tray.
The installation of the unistruct will be completed as a construction item.
4.
Unresolved Items Unresolved items were not identified during this inspection.
5.
Independent Inspection Effort The inspector conducted an inspection of the auxillary building examining cable and equipment installation to assure compliance to SAR and QA requirements. The levels inspected were 716, 721, 733 and 750.
The inspector examined cable installation in the containment. At cable tray junction point 12453 the inspector identified two class IE Blue cables which had been flattened by workers walking in the tray. This was identified to the licensee who then followed the tray and found additional damage.
The tray is in a location which causes it to be used as a walkway. The licensee does not have a procedure which prevents damage to installed electric equipment or a periodic surveillance inspection which would identify such damage after installation. This is a violation which is identified as 370/81-16-01 Post Installation Damage tc Cable.

The inspector examined the steam dump valves located outside the southeast corner of the turbine building. The valves are powered by a nonsafety bus but the position indications are class IE circuits. The cables enter the turbine building in a common sleeve. The inspector questioned the separa-tion within the sleeve as this nonsafety cable bundle is associated with the yellow Channel B.
The licensee noted that the installation is not complete at this time. This is an inspector followup item identified as 370/81-16-02 Steam Dump Valve installation.
Other than the violation noted above there were no viola' ions identified.
t 6.
Electrical (Components and Systems II) Review of Quality records.
The inspector reviewed portions of the Relay Coordination Study which controls the relay settings for the various switchgear.
The study was conducted using an IEEE standard.
The portions reviewed involved the settings for SKV over-current relay for IETA1,3,11,14 and 15 and 480V load center breakers IELXA 4B and 40. The curves and settings appear conserva-tive.
Within the area examined there were no violations identified.
