u McGUIRE NUCLEAR STATION Response to I.E. Inspection Report 50-370/81-16 Violation 50-370/81-16-01, Severity Level V:

10 CFR 50, Appendix B, Criterion XIII, as implemented by Duke Power Company QA Topical Report, Section 17.1.13, requires measures shall be established to '

control ... preservation of material and equipment in accordance with work and inspections to prevent damage or deterioration.

Contrary to the above, measures shall be established to prevent damage to installed cables at cable tray node point 12453 two Class IE blue cables were crushed flat by employees walking in the tray. This tray section is being used as a walkway. There is no procedure issued to control the use of cable tray as a walkway.

Response

1. Duke Power Company agrees that the violation occurred as stated.
2. The cable tray was installed in a unique way which made it susceptible to '

physical damage by traffic and the movement of equipment across the tray.

3. The two blue cables identified in the inspection report along with two other blue cables have been repulled, and a cover placed over the cable tray until completion of the construction effort.
4. All craft personnel and contractors have been instructed both verbally and by memo that cable trays are not te be used as a storage place for materials, as a container for refuse, or used as a walkway.
5. The station is presently in full compliance with the QA Topical Report in this area.
