SUBJECT: REPORT NOS. 50-369/86-14 AND 370/86-14 Thank you for your response of August 25, 1986, to our Notice of Violation issued on July 29, 1986, concerning activities conducted at your McGuire facility under NRC License Nos. NPF-9 and NPF-17. We have evaluated your response and disagree with your position concerning the failure to identify, on the qualification record, those elements considered essential to the Shot Peening Process. These included, but were not limited to, shot peening material, instruments and individuals who actually performed the qualification as described in the aforementioned Region II report. The fact that gauges, instruments, material, etc., purportedly used by B&W for the qualification of the process, were those controlled under B&W's QA program is not supported by the official performance qualification document, since none of these essential elements were recorded on this documen However, after careful consideration of the bases for your denial, we have concluded that the Severity Level should be decreased from Severity Level IV to Severity Level In accordance with 10 CFR 2.201(a), please submit to this office within 30 days of the date of this letter a written statement describing steps which have been taken to correct the violation and the results achieved, corrective steps which will be taken to avoid further violations, and the date when full compliance will be achieve The response directed by this letter is not subject to the clearance procedures of the Office of Management and Budget issued under the Paperwork Reduction Act of 1980, PL 96-511.
