Exit Interview The inspection scope and findings were summarized on March 12, 1981 with those persons indicated in paragraph I above.

Unresolved Items Unresolved items were not identified during this inspection.

5.

Unit 2 Initial Fuel Loading The licensee commenced Unit 2 initial fuel loading on March 8,1981 and completed the initial fuel loading on March 11, 1981.

The inspector observed portions of the preparations for, and actual fuel loading during different shifts to verify the following: , a.

That technical specifications requirements and license conditions were me. k .

b.

That nuclear instrumentation was properly calibrated and operating with measurable count rate.

c.

That fuel loading activities were conducted in accordance with an approved procedure.

d.

That direct communications were established between the control room and fuel handling locations during fuel movement.

e.

That fuel handling activities were under the direct supervision of a licensed senior reactor operator.

f.

That inverse multiplication plots were being maintained in accordance with procedural requirements.

g.

That the boron concentration was being verified by proper sampling and analysis at the required frequency.

h.

That refueling status boards were being maintained.

That personnel access to the fuel handling areas was being controlled.

The fuel loading procedure was reviewed to verify the following: a.

That a " master" copy for the procedure was assembled.

b.

That changes to the procedure were made in conformance with admin-istrative procedures and had the proper approval.

c.

That difficulties encountered were recorded and that adequate correc-tive action was taken.

d.

That entries were permanent and legible and that intialed entries were taceable.

The control room log was reviewed for indications of problems or deviations from the fuel loading procedure.

Tour of Unit 1 Auxiliary Building and Control Room Conducted a tour of accessible areas to determine by observation that plant conditions and activities were in accordance with applicable requirements.
