Exit Interview The inspection scope and findings were summarized on November 20, 1981 with those persons indicated in paragraph 1 above. The inspector stated that 12 of 18 open and inspector identified items and one violation were closed.
Each item was enumerated, described and a discussion of the inspection findings for each item was presented.

Licensee Action on Previous Inspection Findings Licensee corrective actions for Violation 348/80-41-21, isolation of systems for maintenance, were reviewed and the inspector had no further questions.

Health Physics Appr aisal Inspector Followup Items a.
(Closed) (OPE) 348/79-42-04, Completion of review of Circular 79-21, Prevention of Unplanned Releases.
The inspector reviewed licensee corrective action report no. FNP-0-AP-7, Serial No. CAR 466, dated February 8, 1980. The licensee re-emphasized the absolute necessity that personnel exercize proper controls and FNP-1-AP-52 and FNP-0-Ap-14 were also recmphasized with personnel.
The inspector had no further questions.

(Closed)(IFI) 348/80-41-05, Formal retraining program FNP-0-AP-45, Farley Nuclear Plant Training Program and the system of QRs (Quali-fication Records) were reviewed and discussed and the inspector had no further questions.

FNP procedures RCP 101, 102, 103, 106, 150 and RCP-4 contained errors.

Review of the procedures revealed that the errors had been corrected and the inspector had no further questions.

(Clos'd)(IFI) 348/80-41-15, Storage of Respirators. A new storage area has been established in Unit 2 with adequate space to store respirators without deforming the face piece. The masks are now routinely rotated to avoid " set."
FNP-0-RCP-103 has been revised to include these facets of the respiratory protection program.
The inspector had no further questions.

The new facility affords improved control over the _ issuance of res-pirator.
Also, the inspector discussed the entire procedure followed in the issuance of respirators and had no further questions.

The key control system for locked high radiation areas has been revised to assure control by supervisory personnel.

348/80-41-19, Personnel Contamination Monitoring.
Personnel are trained to whole body frisk upon exit from the radiation control area.
The philosophy in effect is to maintain the areas between the radiation control area and the step-off pad areas free of contamination.
Since the appraisal the licensee has placed in oper-ation an additional portal monitor utilizing a scintillation detector for higher sensitivity. The inspector had no further question..

(Closed)(IFI) 348/80-41-21, Violation - Isolation of Systems for Maintenance. The Shift Foreman is required to follow step by step and assure proper isolation of systems during maintenance. He is to check valve alignments before and af ter work on a system.
FNP-0-AP-16, Conduct of Operations, contains specific instructions to supervisors and foremen as to their responsibilities to assure isolation of systems for maintenance. The inspector had no further questions.

(Closed)(IFI) 348/80-41-22, Overflow of Waste Evaporators to Ventila-tion System.
FNP is exclusively using the Hittman demineralizer system, apparently with success.
It is not anticipated that the evaporators will be placed back in use, although they are maintained on standby. The inspector had no further questions.

(Closed)(IFI) 348/80-41-26, Development of Documents To Train Personnel in the Calibration of Fixed Monitors. FNP procedures were reviewed and discussion revealed that individuals assigned to calibration of fixed monitors have long experience and training in this activity and should new individuals be trained in this area it would be for an extended time under the experienced individual as OJ1. The OR's (Qualification Records) developed July 1, 1981, provide documentation of an indi-viduals training in various areas.
The inspecar had no further questions.

(Closed)(IFI) 348/80-41-27, Incorporation of ANSI N323 Into the Instrument Calibraiton Program.
FNP-0-RCP-201, 207 and 208 were reviewed and based on the appraisal findings word changes and deletions had been made.
Direct references to ANSI N323 were not included however, the intent appeared to be addressed.
FNP now has a new Calibrator in use which is responsive to areas mentioned in ANSI N323.
The appraisal addressed means of determining when to send instruments off-site for Calibration.
Discussions revealed that with current capability on-site to repair and calibrate, instruments are seldom sent off-site except for extensive repairs in which case a form letter accompanies the instrument with instructions to the vendor including a request for recalibration. The inspector had no furthe questions.

(0 pen)(IFI) 348/80-41-06, Calibration Facility for Exposing TLDs. The calibration equipment has been ordered from a vendor but not received as of this inspection.
Licensee representatives stated that the equipment should be received by the first of 1982.
This will be reviewed on a future inspection.

Licensee representatives stated that evaluations have been made of areas having potential for N-16 exposures.
The FNP Health Physics Manual and procedure AP-42, Access Control, were being revised to address this subject, with completion expected by January 1, 1982. This item will be reviewed on a future inspectio.

(0 pen)(IFI) 348/80-41-11, Quality Control Test of Vendor TLD. The appraisal team recommended that not less than five TLD's be sent to the vendor for quality control. Procedure FNP-0-RCP-740 is.being revised to accomplish this recommendation with completion in December 1981 or the first of 1982. This item will be reviewed on a future inspection.

Licensee representatives stated that capability exists on site to calculate internal dose, however, a medical-consultant would be utilized to evaluate-dose should there be a major uptake and resultant

dose. Assistance on internal dose. assessment would also be obtained from corporate staff. Licensee representatives stated that-a computer program for internal dose assessment is to be installed in the visitor-center which is currently being modified for that purpose and as an emergency center.
This is not expected to be completed for 12-18 i

nation of the Demineralized Water System.- FNP procedures (PCR 81-907, OCR2-4300, PCR78-049) and special memoranda (2/18/81,. 4/6/81) were reviewed. Licensee representatives stated that physical plant changes involving installation of check' valves have been completed with the exception of one additional check valve to be installed in Unit 2 during the next outage early in 1982. The inspector stated that this item will remain open pending inspection of all installed. valves including the one remaining to be installed in Unit 2.
Licensee representatives stated'that signs have been affixed to demineralized.
water systems in Units 1 and 2 prohibiting consumption by personnel.
The signs will be observed at the time of inspection of the check valves.
