inspections at the Davis-Besse Nuclear Power Plant, Unit 1, to review an

allegation concerring employment discrimination against a Quality Control

Inspector for raising safety concerns. The results of these inspections are

described in regional inspection report 50-346/88027 sent to you on September 12, 1988. The report also describes a potential violation of l

10 CFR 50.7.

I The NRC is considering this violation for potential escalated enforcement action and has scheduled an enforcement conference with you for 10:00 a.m.

should be prepared to discuss (1) the safety significance of the potential

violation,(2)thespecificandunderlyingcause(s)ofthepotential
