Description of Particular Event or Circumstance:
Some 500 piping spools for the Davis-Besse facility were deter-mined to contain tack welds which were made by welders not qualified to ASME Section III. These Class I piping spools, requiring inspection Levels 1, 2, and 3, are both stainless and carbon steel and are of various sizes. Thae spools were fabricated by Grinnel in Kernersville, North Carolina, and the discrepancy was discovered by Bechtel resident inspectors.

Action by Licensee:
The licensee has discussed this matter with Bechtel and, directly, with Grinnel and informed the inspector that steps will be taken to assure that Grinnel obtains a favorable ruling from ASME or takes other action, as necessary, to
. maintain a valid "NPT" stamp on the subject spools.
