Results Of the four areas inspected, no items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings a

(Closed) Infraction 50-389/79-07-01 Welder Performance Qualification Records.

The FPSL letter of response dated August 10, 1979 has been

'reviewed and determined to be acceptable by.RII.

Procedure CPLQI-9.3 has been revised (Rev.

2 dated Oct.

2, 1979) requiring recording of indications which appear on radiographs film for welder qualifications.

This completes licensee actions concerning this noncompliance.

(Closed) Unresolved Item 50-389/79-07-03 Welder Performance Qualifica-tion Procedures.

This item concerned the welder training program.

The inspector determined that the licensee has implemented a welder training program.

Procedure SQP-19 has been changed (TC 1, dated 10/2/79) to list specific subjects required to be covered in welder training.

The inspector reviewed the training film provided to welders to verify that all subjects were adequately addresse /

Unresolved items are matters about which more information is required to etermine whether they are acceptable or may involve noncompliance or deviations.

Independent Inspection Effort (Unit 2)

The inspector reviewed actions taken by the licensee concerning Inspector Followup Item 50-389/79-14-02.

This item concerned faint linear type impressions/indications near the fitup between a rib and a horizontal base section of the RPV support.

Paint over the surface-of the area prevented accurate identification during a previous NRC inspection.

The licensee magnetic particle (MT) inspected the area to determine if the indications were relevant.

No relavant indications were found by the licensee which was documented in MT report M-79-1413.

The inspector reviewed this docu-mentation and visually, inspected the questioned area.

Iicensee actions are considered adequate and this item is closed.

No items of noncompliance or deviations were identified.

IE Bulletin (IEB) (Unit 1)

(Open)

IEB 79-13, Cracking in Feedwater System Piping.

Remaini:ng actions-required by the licensee were radiography (RT) of the feedwater line-to-contain-ment penetration welds and 20 inches of the main.feedwater line downstream of the auxiliary feedwater to main feedwater connections.

The inspector reviewed radiographs of the main feedwater line and o served the area of the feedwater line-to-containment penetrations outside the containment.

Most RT film reviewed contained density below Code (ASME III 77) requirements in the view covering approximately the first four linear inches of pipe.

Examples are view at 39, line BF-19, 1.13 density and view at 10, line BF-14, 1.34 density.

It appeared that the outer feedwater line-to-containment penetration welds were accessable for RT.

T erefore this bulletin will remain open until actions required by the licensee are adequately completed.

No items of none'ompliance or deviations were identified.

Reactor Coolant Loop Piping - Observation of Welding Activities (Unit 2)

Installation of piping is being accomplished in accordance with the ASME Boiler and Pressure Vessel Code,'Section III, 1977 Edition plus addenda through the summer of 1977.

The inspector observed welding of Weld No.

2SI-0148"002 for conformance to procedure and code requirements.

Areas examined included weld history records; weld identification. availability

-3-of required documents at the welding site; adherence to welding procedure variables; welding technique incuding sequence; availability of certifica-tion of base metals and filler materials; joint geometry and cleanliness; adherence to fit up tolerances; purging; use of electrode as specified; shielding gas and flow rate control; equipment condition; control of inter-pass temperature; interpass cleaning; identificiation of welders; and qualification of inspectors.

The inspector also verified that provisions for weld repair were provided.

These provisions are contained in site procedure SQP-18, Rev.

I Reactor Coolant Loop Piping - Welding Material Control (Unit 2).

Welding material is purchased in accordance with the ASME Boiler and Pressure Vessel Code, latest edition in effect at the time of purchase.

The inspector reviewed the licensee welding material control program to determine if adequate controls were provided for purchasing, receiving, storing, distributing and handling of welding materials.

The inspector observed the filler material issue station and field welding activities to determine if program requirements were being followed.

The inspector also reviewed quality records for filler materials to determine if procedure and code requirements were met.

On November 29, 1979, the inspector attempted to review certifications for argon gas used for welding.

Welding procedures require 99.99'j argon for shielding and purging gas.

The licensee informed the inspec-tor that a letter of guarantee of purity was available but certifications for specific batches could not be located. It was not determined during 'this inspection whether these certifications were required.

Therefore, this is considered an unresolved item until certification requirements can be determined.

Reactor Coolant Ioop Piping - Welder Qualification (Unit 2)

Welder qualification is performed in accordance with the ASME Boiler and Pressure Vessel Code,Section IX, latest Edition effective at the time of the qualification.

The inspector, reviewed the licensee welder qualifica-tion program to determine if adequate controls were provided for original qualification, maintenance of qualification,and requalification of welders.

Site requirements are contained in procedure SQP-10, Rev.

0, "Welders and Welder Operator Qualifications".

The inspector also reviewed the welder qualification record for the welder of record for Weld No. 2SI-0148-002 for conformance to code and procedure requirements.

No items of noncompliance or deviations were identified.

The applicable code is delineated in paragraph 7.

The inspector observed welding of Weld Nos. 2SI-0407-007 and 2SI-0420-003 for conformance to procedure and code requirements.

Areas examined included weld history records; weld identification; availability of required documents at the welding site; adherence to welding procedure variables; welding technique including sequence; ava'ilability of certification of base metals and filler materials; joint geometry and cleanlines; adherence to fit,-up tolerances; purging; use of electrode as specified; shielding gas and flow rate control; equipment condition; control of interpass temperature; interpass cleaning; identification of welders; and qualification of inspectors.

The inspector also verified that provisions for weld repair were provided.
