Areas Inspected This special, announced inspection involved 10 inspector-hours onsite in the area of review of operator working hours.

Exit Interview The inspection scope and findings were summarized on July 2, 1979 with the person indicated in Paragraph 1 above.

Operator Working Hours The inspector interviewed ten (10) licensed operators and four (4) unlicensed nuclear (auxiliary) operators.
The inspector also reviewed the time records for thirteen (13) licensed operators for the period from January 1,
197$
through June 30, 1979.
During scheduled outages, the licensee schedules normal 12-hour shifts. It appears from review of records and personnel interviews that during operations, when overtime is required, it is routine to work a 16-hour shift.
When a
licensed operator calls in sick, and no one can be contacted to work for him, the operator on duty with the least seniority is required to work.
Consequently, the operator already on duty ends up with a 16-hour shift.
These 16-hour shifts occur approximately once every two weeks and, on occasion, once per week.
The inspector noted at least one instance where an operator worked back to back 16-hours shifts (one shift off between the two).
The union contract between Florida Power and Light (FPL)
and the International Brotherhood of Electrical Workers states that no employee will be required to work more than 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> without immediately thereafter having 7.5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> off duty.
(This contract is for all FPL personnel of which nuclear plant operators are a small percentage.)
Most operators live approximately 45 minutes from the plant.
When an operator has worked a

This has not worked because the operators frequently do not answer their telephones, when they are off duty.
The sixteen (16)
hour shifts appear more frequently following extended outages.
The personnel interviewed stated that the 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> shifts also are more frequent during peak vacation periods during the summer and Christmas holidays.
Although the Nuclear Plant (auxiliary) Operators and Turbine Plant Operators are not licensed, their activities can directly affect safe operation of the facility.
Based on interviews, these operators also work 16-hour shifts on occasion.
