Management controls, quality control of analytical measurements, inspection of environmental monitoring stations and sample collection and review of environmental monitoring data.

Results Of the five areas inspected, no apparent items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (Closed)

Noncompliance (50-335/77-5)

Section 5.1 of the Environmental Technical Specifications stated that the Plant Quality Control group shall be responsible for the day-to-day verification of compliance with the ETS. Deletion of this requirement was approved by issuance of Amendment No.

29 to License No. DPR-67, dated January 24, 1979.

Management Controls a ~

Sections 5.1 and 5.2 of the Environmental Technical Specifications (ETS) assign responsibility for the radiological environmental monitoring program.

The determination was made that designated management and supervision have been assigned responsibility for the program offering the same or higher level of management control as the previous progra "

Provision for audits of the program are contained in Sections 5.1 and 5.3.4 of the ETS.

The inspector reviewed the results of audits QAA-78-116, dated August 10, 1978 and QAP-79-619, dated July ll, 1979 and had no further questions.

A licensee representative stated that an additional audit on site of the program was being initiated on the final day of this inspection.

The licensee audits provide recording the results to identify deficiencies, follow-up on corrective actions

and report the results to supervision and management.

The audit requirements of the ETS appear to have been met.

Quality Control of Analytical Measurements ETS, Section 5.1 and 5.5.1 provide requirements for quality control in the radiological environmental monitoring program.

Licensee audit (QAP-79-619)

of the contractor performing the environmental monitoring program made the finding that the Q.C. program was satisfactory.

The contractor furnishes to the licensee the results of comparative measurements with outside organizations.

No items of noncompliance were identified.

Implementation of the Environmental Monitoring Program a

~

Under a contract with the licensee, the State maintains the monitoring stations, collects and analyzes the samples and furnishes the analysis results to the licensee.

Section 3.2 of the ETS contains requirements for sampling locations, collection frequency, type and frequency of analysis.

The inspector reviewed licensee reports and data and deter-mined that required samples had been taken at required frequencies and the necessary analysis performed.

The reports also provide interpreta-tion and evaluation of the data.

Section 3.2 of the ETS specifies locations and types of samples to be taken.

The inspector inspected all of the air particulate, iodine and associated TLD stations.

All of the stations were in good condition and appeared to be operating properly.

The inspector noted that two air particulate filters were missing.

These were replaced during the inspection.

The inspector observed the collection of air particulate and charcoal filters and had no further questions.

Sections 5.6.lb and 5.6.2c of the ETS contains the reporting require-ments for the licensed program.

The inspector reviewed the licensees Annual Radiological Environmental Monitoring Report for 1978 and data for the first and second quarters of 1979 and had only minor comments.

The report was submitted within the required schedule and there apparently have been no results that required nonroutine or special report e
