BEAVER VALLEY POWER STATION - NRC PHYSICAL SECURITY BASELINE INSPECTION REPORT NOS. 05000334/2004009 AND 05000412/2004009

Dear Mr. Pearce:

On April 23, 2004, the U.S. Nuclear Regulatory Commission (USNRC) completed the onsite portion of an inspection at your Beaver Valley Power Station (Beaver Valley). The enclosed report documents the inspection findings, which were discussed on April 23, 2004, with Mr.

James Lash, Plant Manager, Mr. Kenneth Halliday, Manager of Security, and other members of your staff.

This inspection examined activities conducted under your licenses as they relate to safety and compliance with the Commissions rules and regulations and with the conditions of your licenses. Within these areas, the inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

The material enclosed herewith contains Safeguards Information as defined by 10 CFR 73.21 and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy Act of 1954, as amended.
