Boyce H. Grier, Regional Director Region I 631 Park Avenue King of Prussia, Pennsylvania 19406 Reference:

Beaver Valley Power Station, Unit No, 1 Docket No. 50-334, License No. DPR-66 Enforcement Conference 79-21

Dear Mr. Grier:

As a result of Enforcement Conference 79-21, Duquesne Light Company corr;itted to rewrite the Beaver Valley Administrative Procedures and implement them by July 1, 1980.

These Procedures were issued in draft form to Company Management and the Duquesne Light Company Quality Assurance Department in early July for comment prio-to Onsite Safety Committee recommendation for approval.

Comments received were extensive enough that it became obvious several weeks would be required for the task group to cot plete another draft. Arrangements were made (confirmed by letter) with your site inspector to allow a one month delay in imple-mentation of these Procedures.

The cor:ments received on the latest draf t were such that it was obvious that further effort would be necessary to convert the Procedures to a finally acceptaole form.

Since receipt of all of the comments, one qualified individual has been assigned full time to resolve all out-standing questions.

This special assignment is considered essential to avoid any ccnflict within the Procedures.

It is now obvious that an implementation date of August 1,1980 is unobtainable, if a quality product is our prime goal.

It appears that at least three (3) additional weeks will be required. Accordingly, we are providing this written notification of the necessary delay in implementation of the revised Administrative Procedures to September 1, 1980. You should note during your consideration of this submittal that all administrative rules are in effect at present within the existing approved Administrative Procedures.

Very truly yours, i } L w~

C. N. Dunn Vice President, Operations 800BaloV2i
