Areas Inspected:
Material Control and Accounting. The inspection involved 24 inspector-hours onsite by two NRC inspectors and was begun during the regular hours.
Results:
The licensee was found to be in compliance with NRC requirements in the areas examined.

Licensee Action on Previous Inspection Findings There were no items of noncompliance noted on the previous inspection.

Exit Interview The inspectors met with licensee representatives (denoted in paragraph 1)
at the conclusion of the inspection on August 28, 1979.
The inspector summarized the scope and the findings of the inspection.

Unresolved Items There were no unresolved items noted.
5.
Independent Inspection Effort The inspectors made a walk through tour of the plant observing plant operations, specifically plant security and health safety practices.
6.
MC 851028 - Material Control and Accounting No items of noncompliance noted.
The inspection results were attained through a review and evaluation of all phases of the licensee's material control and accounting program, discussions with licensee management, and a tour of the facility observing plant operations.
The review and eval-uation covered:
(a) Inventory Practices - It was noted that the licensee has conducted physical inventories at the required frequencies.
The initial core loading was still in use.
There was no storage of spent fuel.
New fuel was verified by piece count.
Also, the core chart listing was checked to the element history file.
There were no discrepancies noted.

as of March 31, 1979.

(b) Records and Report - An audit of the licensee's Form NRC-741s and Form NRC-742s for the inspection period April 1, 1977 to March 31, 1979 was conducted.
The forms were reviewed for proper signature, timeliness, format and accuracy.
During the review no discrepancies were noted.
(c) Internal Controls - The licensee had designated the Reactor Core, New Fuel Storage Area, and the Spent Fuel Pool as one ICA and no internal transfer documents are used.
However, control is maintained by various charts and the element history file.
(d) Reports on Production and/or Depletion of SNM - The licensee uses a computer program (" TOTE") to calculate production / depletion of SNM.
The program integrates thermal output to determine burnup for each element.
The data is reported on Form NRC-742.
