Compliance with Order to Show Cause On December 6,1978 the licensee submitted Licensee Event Report No.

78-053/01T (reference: IE Inspection Report 50-334/78-34) detailing anomalies in piping stress analysis for Safety Injection System piping and the action taken to correct the identified piping design defic-iencies.

During subsequent NRC review of the circumstances surrounding the piping design deficiencies, errors were discovered in the PIPESTRESS computer program utilized for the stress analysis of the facility's Category 1 piping.

As a result of the incorrect treatment of load summations found in the PIPESTRESS program and the potential for adversely high loads /

stresses existing in the piping analyzed by PIPESTRESS, the NRC issued an Order to Show Cause to the licensee on March 13,1979, which was received by the licensee at approximately 0900 hours0.0104 days <br />0.25 hours <br />0.00149 weeks <br />3.4245e-4 months <br /> on March 14, 1979. This Order required that, within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of receipt, the ft.cility be placed and maintained in a cold shutdown conditica pending further order of the Commission.

As a result of meetings held on March 8-9, 1979 regarding this matter, the Licensee elected to voluntarily suspend operation of the facility on March 9,1979, placing the plant in a Hot Standby (Mode 3) condition at 1704 hours0.0197 days <br />0.473 hours <br />0.00282 weeks <br />6.48372e-4 months <br /> and then a Hot Shutdown (Mode 4) condition at 0234 hours0.00271 days <br />0.065 hours <br />3.869048e-4 weeks <br />8.9037e-5 months <br /> on March 10, 1979.

Prior to issuance of the above Order on March 13, the licensee conmenced plant cooldown at 1010 hours0.0117 days <br />0.281 hours <br />0.00167 weeks <br />3.84305e-4 months <br /> and entered a Cold Shutdown (Mode 5) condition at 1855 hours0.0215 days <br />0.515 hours <br />0.00307 weeks <br />7.058275e-4 months <br /> on that date.

The inspector verified the above information by review of Shift Supervisor, Shift Foreman, and Control Room Operator logs.

The inspector further verified, tiirough direct observation of primary plant process instrumentation and neutron monitoring instrumentation, that, during the course of this inspection on March 15-16,1979, the plant had been maintained in Mode 5.

No items of noncompliance were identified.
