Enforcement Conference No. 50-334/79-21
This refers to our letter dated February 4,1980, in response to your letter
dated December 5,1979, and to your letter dated February 22, 1980.
Your letter of December 5,1979 provided your comments and commitments in
response to the subject Enforcement Conference, and included the establishment
of a Director of Nuclear Operations.
During subsequent discussions with your
staff, the functions and responsibilities of the Director of Nuclear Operations
were described to Region I personnel as documented in our letter of February 4,
1980. Upon receipt and review of that letter, Mr. J. Carey of your staff informed
Mr. D. Beckman of my staff on February 8,1979, that our letter did not accurately
describe the above position.
Based on our discussion with Mr. Carey and your letter of February 22, 1980, we
understand that the responsibilities and authorities of the General Superintendent
of the Power Stations Department for the day to day operations of the station
and direction of station management have been delegated to the Director of
,
Nuclear Operations. We further understand that, although these technical and
operating functions have been delegated to the Director of Nuclear Operations,
the General Superintendent retains his responsibilities for implementation of
corporate personnel and labor relations policies such as wage and salary actions
and promotions, for budgeting and rescheduling of generation, and for implementa-
tion of corporate policy. We also understand that the General Superintendent of
Power Stations will continue to deal directly with the Superintendent of the
Beaver Valley Power Station on such matters.
Should the responsibilities and authority of the Director of Nuclear Operations
and the General Superintendent of the Power Stations Department be incorrectly
described in the preceding, please do not hesitate to contact this office.
