Inspection on January 17-18. 1980 (Report No. 50-293/80-02)

Areas Inspected:

Special announced inspection by one regional based inspector of the licensee's shipment of radioactive waste to Barnwell, S.C. including:

review of procedures, records of shipment and regulatory requirements. The inspec-tion involved 15 inspector-hours onsite by one NRC regional based inspector.

Results: No items of noncompliance or deviations were disclosed.

They included a Chemistry Supervisor, a Contractor Super-visor, and a Health Physics Technician.

Observation of Packages Prepared for Shipment On December 18. 1979, the licensee was prohibited from delivering all radio-active material to the State of South Carolina.

This order was issued because the licensee violated the Department of Transportation (DOT) regu-lations. On December 20, 1979, the licensee submitted procedures to the State that would prevent reoccurrence of the item of noncompliance.

The State reviewed the procedures, and on January 8, 1980, the State rescinded its order provided that the resumption of shipments was sub.iect to a prior on-site review, by the NRC, of the licensee's procedures and the implemen-tation of the procedures.

On January 17, 1980, a NRC inspector was on the Pilgrim site to observe the implementation of the procedures.

Shortly after arrival the inspector was informed that a Chem-Nuclear Cask No.14-195H, containing approximately 10 curies of radioactive waste was prepared for shipment.

The inspector reviewed the isotopic data for this shipment and observed that the data indicated that the cask contained approximately 45 nanoCuries per gram of transuranic isotopes.

The inspec-tor informed the licensee of this fact and stated that this cuantity was in excess of the transurenic contents specified in the "Barnwell Site Dispo-sal Criteria". The representative stated that this shipment would not be made.

The inspector was then informed that the licensee had a second shipment of waste prepared to be shipped. The inspector was told that this shipment was composed of eighteen wooden boxes (4' x 4' x 8') containing low speci-fic activity (LSA) material loaded on a closed van that was consigned for the exclusive use of the licensee, t

The two procedures governing this shipment were:

1.

Procedure No. 6.9-160, " Shipment of Radioactive Material" 2.

Procedure No. 6.9-163, "LSA Van Loading Procedure" The boxes had been loaded onto the van on January 16, 1980 according to a licensee representative, therefore the inspector could not determine if all of the requirements of Procedure No. 6.9-163 had been followed. The inspector did inspect the van on January 17, 1980 and observed that the boxes were labeled as " Radioactive-LSA material, the boxes were banded with metal bands, the boxes were sealed on two sides with lead wire, and the boxes were braced in the truck so that there could be no shifting of

the load.

The inspector reviewed all applicable radioactive shipment record forms to

determine that all appropriate information was included on the forms as required by Procedure No. 6.9-160.

At the time of this inspection, the forms were not complete inasmuch as the survey data was not included because the final survey had not been performed, and the Health Physics Supervisor had not signed the forms indicating approval of shipment.

On January 17, 1980, the inspector performed a survey and determined that the dose rates were within acceptable limits as stated in the DOT regulations.

On January 18, 1980, the inspector informed representatives of the South Carolina Department of Health and Environmental Control that as far as he could determine, the LSA material had been packaged and loaded into the van in accord with the approved procedures.

Exit Interview The inspector met with licensee representatives (denoted in paragraph 1)

at the conclusion of the inspection on January 18, 1980.
