Areas Inspected:

Routine, unannounced inspection of the licensee'c (1)

Implementation of NUREG 0578, Category A items; (2) Fire Protectior commitments for the 1980 refueling outage; (3) Progress on IEB 79-02 and IEB '/9-14; and (4) Follow-up on items of noncompliance and deviations.

The inspection consisted of fifty inspector hours on-site by two NRC inspectors.

Resulta: Of the four areas inspected no items of noncompliance or deviations were identified.

The inspectors also talked with and interviewed other licensee employees j

during the inspection. These included reactor operators and office personnel.

NUREG-0578, Category A Items j

The inspector reviewed the licensee's implementation of NUREG-0578 Category A requirements in accordance with OPPD's enclosure to the December 31, 1979 letter from W. C. Jones (OPPD) to H. R. Denton (NRC), as suppleme'nted by the R. W. Reid (NRC) letter of March 10, 1980 to OPPD and their response of March 13, 1980 from W. C. Jones (OPPD) to the NRC.

Those items, requiring completion by the end of the Fort Calhoun Station 1980 refueling outage were inspected and the implcmentation was found to be in accordance with requirements of NUREG-0578. Additional items (details of the site visit by NRR on March 7,1980) were addressed in a letter to NRR by OPPD on March 13, 1980. The inspector reviewed the response and verified that the implementation of the items was accomplished as required. Two Category A items:

(1) System leak rate measurements and' report to NRC; and (2) computer display of parameters in the Technical Support Center, will be reviewed after the unit returns to power.

Fire Protection The licensee's Fire Protection Modification 4:hedule (SER 9.5, Table 3.1)

required certain items be implemented by the end of the 1980 refueling outage.

The inspector reviewed these items and associated procedure changes to verify that they had been accomplished in accordance with the licensee's commitments.

One of the items required data to verify the adequacy of Penetration Seals.

The licensee was not able to locate this data during the time the inspectors were on site.

This item will remain unresolved pending the inspectors review of this data.

Progress Review of IE Bulleti-. 79-02 and 79-14 The inspector reviewed the licensee progress

.a completing the inspection,

analysis and necessary modifications of base plates and pipe supports in areas that are inaccessible during normal operations.

Interviews with licensee and Gilbert Commonwealth personnel revealed that the work required by IE Bulletin 79-02 had been completed for inaccessible base plates. The work status for IE Bulletin 79-14 is that the inspections and analysis have been completed.

The items remaining are:

(1) completion of redesign package; and (2) installation of the modifications.

The projected completion of this work is the end of April or first part of May 1980.

Follow-up of Items of Noncompliance and Deviations In I&E Inspection Report 50-285/80-03, an item of noncompliance (infraction, item B) and a deviation from a licensee commitment were identified.

During this inspection the inspector reviewed the licensee's corrective action concerning both the item of noncompliance and deviation. The inspector has no further question regarding these items. These items are considered closed. One further item (infraction, item A) remains open pending response by the licensee.

Plant Tour The inspectors, at various times during the inspection, toured areas of the plant in conjnnction with the review of the NUREG 0578 Category A and Fire Protection items.

No items of noncompliance or deviations were identified.

Unresolved Items Unresolved items are those items for which further information is required to determine whether the items are acceptable items, items of noncompliance or deviation.
