Inspection Summary Inspection on July 29-30, 1980 (Report No. 50-285/80-13)

Areas Inspected:
Routine, announced inspection of the licensee's Emergency Planning Program pertaining to emergency tests and drills and follow-up on a previously identified item of noncompliance. The inspector observed an emer-gency exercise on July 29, 1980. Results: Of the two areas inspected no items of noncompliance or deviations were identified.

The inspector also talked with several other OPPD employees during the course of the inspection.

Scope of Inspection This inspection included a review of the status of the Ft. Calhoun Emer-gency Plan and observation of an emergency exercise, which was conducted on July 29, 1980.
In addition, the inspector reviewed the licensee's corrective actions taken in response to an item of noncompliance identi-fled during the last emergency planning inspection (IE Report No. 50-285/
79-10), conducted July 30-31, 1979.

Emergency Plan and Implementing Procedures The Ft. Calhoun Station Emergency Plan in effect at the time of the inspection was issued December 21, 1979.
This plan includes changes to achieve conformance to NRC Regulatory Guide 1.101, " Emergency Planning for Nuclear Power Plants".
OPPD is currently considering changes to the plan to incorporate guidance contained in NRC NUREG-0654, " Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants". An OPPD multi-discipline task force is currently reviewing the status of the plan.
The inspector examined the licensee's program for reviewing and approving changes to the emergency plan and associated implementing procedures.
It was noted that revisions to the plan and procedures since the last inspection had been reviewed and approved in accordance with requirements.
IE Inspection Report No. 50-285/79-10 noted that Appendix III to the prior plan did not include procedures for estimating the magnitude of releases during an accident based on monitor data from effluent monitors RM-060, RM061, and RM-062. The inspector noted that the current plan does provide for use of information from these monitors; however, the scenario for this exercise included a condenser offgas release that

would be monitored by RM-057 and there was no procedure available to esti-mate the release source term using RM-057.
The licensee stated that this apparent problem will be taken under consideration.
No apparent items of noncompliance or deviations were identified.
4.
Audits The inspector reviewed audits performed by the licensee to determine compliance with Technical Specification 5.5.2.8, which requires an audit of the Emergency Plan under the cognizance of the Safety Audit and Review Committee (SARC) at least once per two years.
It was noted that the last such audit was conducted in August 1978, and therefore would not be due at the time of this inspection. The inspector also noted that Quality Assur-ance had conducted an audit (QA Audit Report No. 21-80) of emergency plan-ning June 30 through July 1, 1980. As a result of this audit two Deficiency Reports were issued and several concerns were reported.
None of the findings appeared to be noncompliance items.
No apparent items of noncompliance or deviations were identified.

Tests and Drills The inspector discussed the tests and drills conducted since the last NRC inspection.
A licensee representative stated that two fire and evacuation drills had been conducted during the,past year. Also Emergency Monitoring Team members were drilled in monitoring as part of their training.
A large scale " General Emergency" type exercise was conducted on July 31, 1979, during the last NRC emergency planning inspection.
The inspector reviewed the licensee's report of this exercise, dated October 12, 1979, including critique comments by both OPPD and non-0 PPD observers.
Several items were identified as targets for improvement and there appeared to be some progress in this area as indicated by the current exercise.
During this inspection, an exercise was conducted which involved Station operations resulting in an Alert condition and eventually, a Site / General Emergency condition. This exercise not only tested the Station response but also involved offsite State and local agencies' emergency response.
Observers from the-NRC, OPPD and offsite agencies evaluated the various responses and provided comments at the. critique, which was held shortly after the exercise.
The inspector also attended the critique held after the exercise and noted that significant observations and comments were identified by the licensee for follow-up action where indicated.

Follow-up of Item of Noncompliance In IE Inspection Re9 ort No. 50-285/79-10, an item of noncompliance (Infrac-tion:
failure to conduct training) was identified.
During this inspection the inspector reviewed the licensee's corrective action in regard to this
' item, and this item is considered closed.
7.
Exit Interview The inspector met with_ licensee represectatives (denoted in Paragraph 1) on July 30, 1980, and summarized the scope and results of the inspection.
