Prep erational'Test Pro ram The inspectors examined Unit 1 preoperati,onal test procedure packages that have been turned over from the construction organization to the operating organization.

The packages were found to contain the proper documentation of test results review. and approval,, and resolution of test deficiencies and problems which 'occurred during the testing phase.

Inspection findings relating to the Bulletins and Circulars reviewed during the i nspection were as follows; IE Bulletin 78-06, Cutler Hammer Relay Replacement (Closed):

The licensee has completed replacement of alj the affected relays in safety related systems for both. Units

The licensee has determined that these relays are not used in any safety related application.

IE Bulletin 80-04, Analysis of a PWR gSLB with Continued Feedwater Addition (Closed):

The licensee performed the required analysis and determined there is no potential for contqinment overpl'essure qr a worsening of the return-to-power response.

IE Bulletin 80-05, Vacuum Condition Resulting in Damage to CVCS Holdup Tanks (Closed):

The licensee'determi,ned that the tanks in both Units Pl and 82 ore adequately protected'from damage due to a vacuum condition.

The licensee has completed lube oil consumption testing on all but one diesel generator for unit" which has been committed by the licensee to be complete for fuel loading.

Plant Tour The inspectors toured the facility and made the following observations:

a.

Unit 1 systems and components were in a layup status consistent with their construction and testing status.

b.

Housekeeping and cleanliness in Unit 1 appeared consistent with construction activities and applicable fire and safety requirements.

No items of noncompliance or deviations were identified.

Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1)
