SALEM AND HOPE CREEK NUCLEAR GENERATING STATIONS - NRC 95002 SUPPLEMENTAL INSPECTION REPORT 05000272/2012404, 05000311/2012404 AND 05000354/2012404

Dear Mr. Joyce:

The U.S. Nuclear Regulatory Commission (NRC) team conducted a supplemental inspection pursuant to Inspection Procedure (IP) 95002, Inspection for One Degraded Cornerstone or Any Three White Inputs in a Strategic Performance Area, at your Salem, Units 1&2, and Hope Creek, Unit 1, Generating Stations from August 27 through August 31, 2012. The enclosed inspection report documents the inspection results, which were discussed at a non-public exit meeting on August 31, 2012, with you and other members of your staff.

In accordance with the NRC Reactor Oversight Process Action Matrix, this supplemental inspection was performed to follow up on a Greater than Green finding associated with physical barriers which occurred in the fourth quarter of 2011. The finding was previously documented in NRC Inspection Report 05000272, 05000311, 05000354/2011201 and the final significance was documented in NRC Inspection Report 05000272, 05000311, 05000354/2012201. You informed the NRC staff on May 15, 2012, of your readiness for this supplemental inspection.

The objectives of this supplemental inspection were to provide assurance that: (1) the root and contributing causes for the risk-significant issues were understood; (2) the extent of condition and extent of cause of the issues were identified; and (3) corrective actions were or will be sufficient to address and preclude repetition of the root and contributing causes. This inspection also included an independent NRC review of the extent of condition and extent of cause for the issues and an assessment of whether any safety culture component caused or significantly contributed to the Greater than Green finding.

No findings were identified during this inspection.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's Agencywide Document Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

However, the material enclosed herewith contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the NRC's ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information -

Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1)

and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.
