SUBJECT:
SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
(INSPECTION REPORT NO. 50-261/96-99)
Dear Mr. Hinnant:
The U.S. Nuclear Regulatory Commission (NRC) has completed the Systematic Assessment of Licensee Performance (SALP) for the H. B. Robinson Steam Electric Plant, Unit 2. The facility was assessed for the period of June 18, 1995, through February 8, 1997. The results of the assessment are documented in the enclosed SALP report, which will be discussed with you at a public meeting at the Robinson site on March 25, 1997, at 1:00 p.m.
Plant performance was assessed in four functional areas: Plant Operations, Maintenance, Engineering, and Plant Support. Improvements in performance were observed in all areas. Performance in the areas of Plant Operations and Plant Support improved to a superior level. Robinson sustained a good performance rating in the functional areas of Engineering and Maintenance.
Plant Operations superior performance was characterized by good management oversight and continued emphasis on high standards. Plant Support performance exhibited a superior level of safety performance in radiological controls and emergency planning. Physical security performance improved significantly during the assessment period and operated at the superior level during the last six months.
Maintenance performance was good with management support and involvement.
Performance was good with improvements noted in the Engineering area; technical support and expertise were good and usually effective in contributing to comprehensive and conservative evaluations for most issues.
There were significant improvements site-wide in safety assessment and quality verification. There was a strong commitment to effective self-assessments in all functional areas. Management consistently made conservative operating decisions.
