NRC INSPECTION REPORT NO. 50-261/96-12

Dear Mr. Hinnant:

Thank you for your revised response of February 28, 1997, to our Notice of Violation issued on December 16, 1996, concerning activities conducted at your H. B. Robinson Steam Electric Plant. In a March 21, 1997, conference call between your site Engineering Manager, Mr. G. Miller, and Mr. P. Fredrickson, Region II Special Inspection Branch Chief, the completion dates and the corrective action for Violation C provided in the revised response were discussed. Based on that discussion, it is my understanding that you will have completed actions sufficient to support NRC inspection and closeout of your implementation of Generic Letter 89-10 by the end of August 1997. This is to include your completion of the self-assessment described in the response and the initiation of any resultant corrective actions, even though the approved self-assessment report may not be issued until September 29, 1997.

This would support an NRC closure inspection of your implementation of Generic Letter 89-10 planned for the week of September 15, 1997. With regard to the corrective action for Violation C, it is my understanding that your corrective actions will ensure that satisfactory justifications are documented for the valve factors, stem friction coefficients, and rate-of-loading used in your calculations.

Based on our review of your revised response and the results of the conference call documented above, we find that your response meets the requirements of 10 CFR 2.201.
