. Gentlemen:

By letter dated September 30,1994, the Nuclear Regulatory Commission (NRC) Staff issued a Safety Evaluation Report for the Unit I core shroud stabilizer design. In the report, the NRC staff stated their position that licensees implementing shroud -

repairs / modifications should augment the inservice inspection programs to include examinations of the repair design. Accordingly, the NRC Staff requested Georgia Power Company (GPC) to submit the plans for augmented inspections of the shroud support plate gussets and stabilizer tie rod rssemblies during subsequent refueling outages within 90 days ofissuance of the Safety Evaluation Report.

The enclosure provides a description of GPC's plans for augmented inservice inspection of the repair design. The augmented inspections include examinations for the stabilizer assemblies, gusset plates, core plate wedges, and shroud vertical and ring segment welds.

Enclosure Edwin I. Hatch Nuclear Plant - Unit 1 Core Shroud Stabilizers Augmented Inservice Inspections By letter dated September 30,1994, the Nuclear Regulatory Commission (NRC) staff, requested Georgia Power Company (GPC) to submit plans for augmented inspections of the core shroud stabilizer tie rod assemblies.and the shroud support plate gussets during subsequent refueling outages. The augmented inspections are described below along wth the frequency for the inspections. The initial inspections will be performed during the Spring 1996 refueling outage.

Stabilizer Assemb]ics

1. Verify the bolt tightness on all stabilizer assemblies during the first refueling outage, and verify the bolt tightness on each stabilizer assembly once every 10 years thereafler.
2. Perform a VT-3 examination of one (1) stabilizer assembly each regularly scheduled refueling outage. The examination shall verify that the upper and lower supports are in contact with the reactor pressure vessel (RPV) wall and shroud, and the mid-span support is in contact with the RPV wall.

Gusset Plate and Weld Perform an enhanced VT-1 of the attachment welds and associated coce suppen plate to reactor vessel weld of one (1) of the gusset plates utilized for the repair each regularly scheduled refueling outage.

Core Plate Wedges Perform a VT-3 examination of one (1) of the core plate wedge assemblies each regularly scheduled refueling outage.

Shroud Vertical and Ring Segment Welds i

Perform an enhanced VT-1 examination oflocations observed to have indications over 2 inches long. In addition, perform an enhanced VT-1 of one (1) vertical weld at the intersection with weld H4 and an enhanced VT-1 of one (1) top guide ring segment weld from the outside diameter each regularly scheduled refueling outage.
