By letter dated March 17, 1989, Georgia Power Company (GPC) submitted a request to revise the Unit I and Unit 2 Technical Specifications to incorporate the provisions of Generic letter 87-09. The generic letter provided guidance to encourage a voluntary amendment request concerning the general requirements of the applicability of limiting conditions for operation and surveillance requirements in Sections 3.0 and 4.0.
Upon closer examination and discussions with the NRC, it has been concluded the existing Technical Specifications do not unduly restrict facility operation when conformance to the action requirements provides an acceptable level of safety, and unnecessary shutdowns are not caused when surveillance intervals are inadvertently exceeded, further expenditure of GPC and NRC resources in pursuit of this amendment request appears to be of limited benefit.
Based on the above considerations, we respectfully request that our March 17, 1989 submittal be withdrawn.
