TENNESSEE VALLEY AUTHORITY - CENTRAL EMERGENCY CONTROL CENTER EMERGENCY PLAN IMPLEMENTING PROCEDURE REVISIONS In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP), Appendix A.

Document Revision Title Effective Date NP-REP, 109 Radiological Emergency Plan, Appendix A 3/22/2018 Appendix A Description of Changes and Summary of Analysis REP, Appendix A was revised to reflect changes in the Emergency Action Levels (EALs) that were necessary following the Unit 3 refueling outage in which the final plant modifications were completed to allow BFN to operate at an increased maximum reactor core thermal power level. The transition to Extended Power Uprate (EPU) was approved for BFN Units 1, 2, and 3 by NRC letter dated August 14, 2017 (ML17032A120). The changes in the EALs reflect changes in the Emergency Operating Instructions (EOIs) that were needed as a result of the new EPU conditions and power level.

These changes were evaluated in accordance with 10 CFR 50.54(q)(3). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
