TENNESSEE VALLEY AUTHORITY - CENTRAL EMERGENCY CONTROL CENTER EMERGENCY PLAN IMPLEMENTING PROCEDURE REVISION In accordance with the requirements of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(q) and 10 CFR 72.44(f), Tennessee Valley Authority (TVA) is submitting a description of changes to the TVA Radiological Emergency Plan (REP). The affected document is a Central Emergency Control Center (CECC) Emergency Plan Implementing Procedure (EPIP).

U.S. Nuclear Regulatory Commission CNL-20-086 Page 2 October 15, 2020 Description of Changes and Summary of Analysis CECC EPIP-14 TVA revised this EPIP to clarify that the CECC Directors designee can approve written emergency news statements, to clarify internal distribution of information releases, and to clarify that a second Joint Information Center (JIC) Technical Advisor position is not required by the REP. Wording was added for the Public Inquiry Team to coordinate with local representatives in addition to the State. The wording of Alert or higher emergency classification was changed to when activated to account for activating prior to an Alert.

Wording was added to notify Information Technology (IT) to support the JIC, and printers were added to the IT setup. The CECC Public Information Managers checklist was clarified to require coordination with TVA Media / Public Relations.

TVA made editorial changes with this EPIP revision to update the title of Director of Public Relations, to update the titles of the TVA Enterprise Emergency Notification System (TEENS) group messages for JIC activation, and to change TVA Media Services to JIC Audio Visual Support Team. Other editorial changes include an update of the workroom drawing to reflect current locations for setup of State Fax lines, and update of phone numbers for the Auditorium Media Briefing backstage area. Minor editorial changes were made to fix double spacing and capitalize references to the State.

The above changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the TVA REP. The TVA REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
