Ladies and Gentlemen:

By letter dated September 28, 2006, Carolina Power & Light Company (CP&L), now doing business as Progress Energy Carolinas, Inc., requested a license amendment to revise the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2. The proposed license amendment revised Technical Specification 3.8.3, "Diesel Fuel Oil," to include a new Condition A with associated Required Action and Completion Time. The proposed Condition A allowed the main fuel oil storage tank to be inoperable for up to 14 days for the purpose of performing inspection, cleaning, or repair activities.

On September 18, 2007, the NRC informed CP&L that the proposed amendment could not, at this time, be issued as a permanent change. Therefore, in order to support the scheduled main fuel oil tank cleaning in October 2007, CP&L is revising the proposed license amendment from a permanent to a one-time extension of the completion time for the main fuel oil storage tank. The enclosure to this letter provides updated, typed Unit 1 and 2 TS pages which supersede those provided in the September 28, 2006, amendment request.

The revision from a permanent to a one-time extension of the completion time for the main fuel oil storage tank does not change the intent or the justification for the requested amendment. Rather, the revised request is more restrictive in nature. CP&L has determined that this supplement does not affect the bases for concluding that the proposed amendment does not involve a Significant Hazards Consideration.
