SUMMARY

OF MANAGEMENT ACTIONS GeneralInfonnation During this period, the average population granted unescorted access to the protected area 1 was 1647 individuals. A total of 486 random drug tests were performed resulting in a testing rate of 29.5% for the six month period.

During this six month period a number of administrative issues required resolution . These are summarized below:

1) At ANO, the database used for random selection is separate from the plant security database which contains personnel who have been granted active unesconed access. It is our practice to compare the two databases to ensure the total numbers correlate prior to running a random selection list. During January 1996, it was discovered that the number ofindividuals granted active unescorted access did not match the number l ofindividuals eligible for random testing. A condition report was generated and it was determined that the condition was caused by a computer software error. The software error was corrected and is functioning properly.
2) During January 1996, two Fitness-For-Duty staff members voluntarily resigned j from Entergy. Subsequently, it was discovered that both individuals' background i L investigations and psychological evaluations expired during December 1995. We believe l the individuals were aware they were going to resign and aid not follow through with the l update process. A condition report was generated and corrective actions to prevent recurrence were developed and implemented.

l 3) In January 1996, a contract employee who reported for random testing provided a specimen with a low volume, low temperature, and a high speci6c gravity l reading. This specimen tested negative. Due to the high specific gravity reading, the l individual was given a small quantity of water to drink and a second specimen was l collected. The second specimen was in the proper temperature range and was of sufficient l volume; however, the specific gravity was below the established limit. This specimen i screened positive for THC. Due to the drop in specific gravity, we suspected that the individual may have attempted to substitute the first specimen with a specimen provided by someone else. Subsequently, a third specimen was collected under direct observation.

This specimen also screened positive for THC and was subsequently confirmed positive l for THC by the reference lab. The contract employee was terminated. l

4) During February 1996, a for-cause test was performed on a contract employee. I The individual's unescorted access to the protected area was suspended pending outcome of the test results. The test result was negative and the individual's access was reinstated.

5) During March 1996, a for-cause test was performed on an Entergy ANO employee. The test result was screened negative, however, the individual admitted to the use of an illegal substance and voluntarily resigned from Entergy.
6) During March 1996, an unopened alcoholic beverage was discovered in an individual's lunch box during a pre-access vehicle search. The alcoholic beverage did not enter the protected area.

A for-cause test was performed on the individual who was performing work under contract as an escorted visitor. The for-cause test was screened negative. It was determined that the individual did not intentionally attempt to introduce contraband into the protected area. The individual was later allowed to complete the contracted work as an escorted visitor.

7) During June 1996, a contractor arriving for a pre-access drug test provided two specimens which did not meet collection parameters. These specimens screened negative.

A third specimen was collected under direct observation which screened positive for THC.

The contractor was not granted access to the protected area.

Program Initiatives During June, a new software program for performance of random testing was implemented within the Entergy Operations system. This program was developed by Entergy Information Technology personnel and was designed to interface more efficient with other site software applications. In addition, new computer hardware was obtained for the FFD laboratory. The net result of these actions was an improved ability to process and report drug testing information. Additionally, duplicate manual entries of drug testing information were eliminated, thereby reducing the potential for data entry errors and improving efficiency.

Appeah There were no appeals of confirmed positive test results during this period.

NRC Reportable Events No events occurred during this six-month period which met the criteria for reporting described in 10CFR26.73.
