Arkansas Nuclonr Onn, Units 1 and 2 (ANO-1 & 2) Technical Specifications 6.12.2.6 and 6.9.3, respectively, requires the submittal of a Semint.nual Radioactivo Effluent Release Report. The purpor.n of this lettnr is to complete this reporting requirement for ANO for the first and second quarter of 1991.
Attachment A providen the routine radioact ive of fluent. rniense reports for the first and second quarters of 1991. A dnscription of the unplanned releases during the first and second quarter of 1991 is contained in Attachment II. Attachment C describes changes to the Of fsite Dose Calculational Manual and Process Cont rol Program that havn occurred during this reporting period.
In addition, ANO-1 Technical SpecifIcatloas 3.5.6.3 and 3.5.7.3 and ANO-2 Technical Specifications 3.3.3.9 and 3.3.3.10 require that with less than the minimum number of channels operable, for radianctive liquid and gaseous nffluent Justrumentation respectively, return t.he instruments to operable status within 30 days or explain In thn next Semiannual Radionctive Effluent Release Report why the inoperability was not cerrected.
During the reporting period t brough May 6, 1991, ANO-1 liquid (RE-4642) and gaseous ef fluent (RE-4830) monitors worn administratively declared inoperable while background radiation limits wece being establishnd for incorporation into the rnlense procedures associated with thnse monitors. See AND Semiannual Radiological Effluent Release Report dated March 1, 1991 (OCANO39101). During the reporting period, ANO-2 liquid (2RE-2330) and gnsnous (2RE-2429) effluent monitors were also administratively declared inopernbin while similar limits worn being developed.
Subsequent to this reporting period, the liquid and gaseous effluent monitors for ANO-2 wnre declared operabln. During the time the monitors worn inopernble, ANO took the actions required by ANO-1 Tnchnical Specifications 3.5.6.3 and 3.5.7.3 and ANO-2 Technical Specificntions 3.3.3.9 and 3.3.:'.10 for monit oring of fs it o relensns.
