San Onofre Nuclear Generating Station, Units 2 and 3 1

Pursuant to Section 6.9.1.13.b of Appendix A Technical Specifications to Facility Operating Licenses NPF-10 and NPF-15 for San Onofre Units 2 and 3, respectively, this submittal provides the required 30-day written report and a copy of Licensee Event Report (LER) for an occurrence involving Limiting Conditions for Operation (LC0's) 3,4.1.4.2 and 3.4.1.4.1 associated with the Shutdown Cooling System (SCS). Since this occurrence applies to both Units 2 and 3, in accordance with NUREG 0161, a single LER for Unit 2 (Docket No. 50-361) is enclosed.

On December 18,1982 Units 2 and 3 were in Mode 5. Unit 2 was operating on its SCS with both Trains ' A' and 'B' SCS operable and with Reactor Coolant System (RCS) loops partially filled. Unit 3 was also operating on its SCS with Train ' A' SCS operable, with Train 'B' SCS out of service, and with RCS loops filled. At 0352 Control Room Emergency Chiller E-336 tripped on high bearing temperature. Accordingly, the chiller was declared inoperable. Inoperability of E-336 renders Train 'A' SCS for both Units 2 and 3 inoperable, as well as all equipment located in rooms in both units where ambient air would be cooled by this system (in the event of an accident with loss of offsite power). Several equally restrictive LC0's govern plant operation in this situation. LC0 3.4.1.4.2 and LC0 3.4.1.4.1 are considered governing for Unit 2 and Unit 3, respectively, based on plant conditions at the time. For Unit 2, Action Statement 'a' of LC0 3.4.1.4.2 requires immediate initiatior. of corrective action to restore the inoperable SCS train to operable status. For Unit 3, Action Statement 'a' of LC0 3.4.1.4.1 requires iinmediate initiation of corrective action to restore the inoperable SCS to operable status or restore the secondary side water level of each steam generator.

F R. H. Engelken January 17, 1983 Subsequent investigation into the cause of this occurrence indicated a faulty solenoid valve for the motor oil cooling unit of the chiller.

The valve was replaced. The chiller and all associated equipment were declared operable at 1105 on December 19, 1982. This was an isolated occurrence and no further corrective action is planned. Enclosed LER 82-167 addresses this event.

There was no impact on plant operation or the health and safety of plant personnel or the public as a result of this occurrence, since normal HVAC was operating throughout the event.
